Modernised Climate Friendly, Solid Waste and Recycling Management in Albania (DKTI)

The BMZ-funded programme started in March 2020 and is scheduled to run until February 2023.The program assists Albania to provide affordable and ecological services in the field of solid waste man-agement to its population with an orientation at EU standards. In particular support is planned to the following four areas: (i) implementation of the Integrated Solid Waste Management strategy; (ii) capacity building on environmental licensing and inspection of waste management sector; (iii) modernisation of the waste management service with a focus on waste separation, recycling, and composting and (iv) rehabilitation of municipal dumpsites for temporary use.

Beat Plastic Pollution in the Mediterranean (BPP)

To combat the negative impacts of the drastically increasing amounts of plastic waste in the Mediterra-nean Sea, the Alliance to End Plastic Waste has joined hands with the Deutsche Gesellschaft für Inter-nationale Zusammenarbeit (GIZ InS) to support the reduction of plastic waste entering the environment in eight countries across the Mediterranean region, Albania, Algeria, Egypt, Greece, Kosovo, North Macedonia, Serbia and Turkey. This regional programme seeks to address four key areas: (i) Strengthen cities’ institutional capacities and strategies on plastic waste; (ii) improve cities’ plastic waste monitoring and tracking systems; (iii) improve cities’ plastic waste management systems; and (iv) strengthen cities’ markets and businesses for plastic waste products.

GIZ Office Albania seeks the following staff (shared position 50% DKTI & 50% BPP in Albania) Advisor - Integrated Solid Waste Management

A. Responsibilities

The Advisor is responsible for

▪ advising national and local officials of the National Environment Agency (NEA/REA) on inte-grated waste management with a special focus on licensing and inspection

▪ preparing and contributing to implement the thematic inputs especially with regard on environ-mental permits and licensing processes, tools, legal frameworks and training on environmental inspection in the waste management sector

▪ compiling information on environment permit, licensing and inspection, respective framework and experience from other EU countries within the scope of solid waste management sector enhancement and ensuring knowledge transfer

▪ developing technical concepts, including guidelines, manuals and procedures

▪ drawing up reports and presentation documents

▪ training NEA and REA staff in inspection on the ground

▪ technical and conceptual advice on the design and implementation of the BPP project

▪ advising partner(s) (institution(s)) on order clarification, identifying needs, developing concepts and strategies, and provide technical input

▪ developing and maintaining strong working relationships along the waste management chain, with the government and sub national entities, high-level government officials, the private sec-tor, the informal waste workers and on community-level

▪ facilitating dialogue among relevant stakeholders to improve segregated waste collection, waste management infrastructure and plastic waste value chains

▪ identifying potential funding mechanism and local/regional business model to strengthen local markets and sustain the project’s waste management interventions beyond the project dura-tion

▪ preparation of reports, presentation documents, contributions, brief reports etc.

▪ technical steering and monitoring of the implementation of all project activities, of the achieve-ment of the objective and the defined indicators

▪ project Management support:

• adapt ToRs and support contractual process for baseline assessment partners

• supervise baseline assessment partner and ensure scientific quality of results

B. Tasks

The range of required tasks to be fulfilled by the Advisor - Integrated Solid Waste Management:

▪ analysis and assessment of the inspection protocols related to the application of reviewed pro-cesses according to new operational and environmental standards

▪ capacity building of NEA/REA inspectors especially on landfill operation but as well on com-posting plants, recycling centers and transfer stations

▪ developing an internal guideline for NEA inspectors to support their work e.g. on inspecting municipal landfills for temporary use but as well for other waste schemes

▪ supporting NEA inspectors to check waste schemes especially landfills that got a permission for temporary use

▪ establishment, operation and funding/financing of sustainable plastic waste collection and treatment infrastructures

▪ networks and cooperates with national partners (and desired, international) from the plastic waste management sector

▪ develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures taking into consideration the current developments, innovations on the market and relevant national and multinational policies

▪ coordinates communication and awareness campaigns on plastic waste related aspects, rais-ing awareness among key government and non-governmental organisations, business, stu-dents, media and the general public

▪ cooperation and/or capacity building with government, sub-national entities as well as with pri-vate sector stakeholders, informal waste workers and on community-level

▪ field investigations, surveys, impact studies or other research related to the compilation and analysis of data related to (plastic) waste

▪ impact monitoring, quality management, communication and documentation of the proper implementation of programme plans and activities in close consultation with partner institutions

C. Required qualifications, competences and experience:

Qualifications

▪ master’s Degree (or equivalent) in a discipline relevant to both projects, such as environmental sciences or management, social sciences, urban and regional planning, economics or engi-neering

Professional experience

▪ at least seven (7) years of post-graduate experience, with at least 3 years’ professional experi-ence in environment permit, licensing, inspection with a focus on waste management sector

▪ 3 years of professional experiences in the (plastic) waste management sector with relevant ex-pertise in financing/business case development and establishment of infrastructure

Other knowledge, additional competences

▪ excellent report writing skills, good communication skills, adaptability, social awareness and high cultural sensitivity

▪ proven ability to work within complex institutional and organisational settings

▪ familiar in working in a decentralised project set up

▪ very good working knowledge of ITC technologies (related software) and computer applica-tions (e.g. MS Office)

▪ excellent English and excellent command of the Albanian language

▪ willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management

▪ able to work in a team as well as independently

▪ excellent social and communications skills

Contract conditions:

▪ Full time employment

▪ Project office in Tirana

▪ Assignment period: until 15/02/2022 with option of extension of the contract
