UK Labour Budget 2024-2025: Key Highlights

Overview

Chancellor Rachel Reeves introduced the first Labour Budget in 14 years, aiming to address a £22 billion deficit while fostering economic stability and avoiding austerity.

Labour’s 2024 UK Budget: Key Highlights for Hospitality

The Labour Party, in power after 15 years, has introduced its 2024 budget, addressing economic challenges with tax hikes and infrastructure investments. Chancellor Rachel Reeves aims to raise £40 billion through tax reforms and invest £70 billion in infrastructure while adjusting business rates to support the hospitality sector.

Key Measures

  • Business Rates: From 2026, rates for hospitality businesses will drop, but relief will reduce from 75% to 40%, capped at £110,000 per business.
  • Employer National Insurance: Contributions rise by 1.2% to 15% in 2025, with a lower threshold of £5,000. Small businesses benefit from a doubled allowance to £10,500.
  • Minimum Wage Increase: Wages for 21+ workers rise by 6.7% to £12.21 in April 2025, with larger increases for younger workers and apprentices.
  • Capital Gains Tax: Rates increase, reversing prior Conservative cuts.

Impact on Hospitality

UKHospitality welcomed business rates reform but warned that reduced relief and rising costs could harm businesses. CEO Kate Nicholls highlighted the £2 billion overpayment by the sector and urged long-term solutions.

Additional Highlights

  • Draft Beer Tax: Reduced by 1.1%.
  • Non-Domicile Tax: Loopholes for tax avoidance eliminated.
  • Economic Outlook: Inflation is forecasted to drop to 2% by 2025, with national debt cleared by 2027.

The budget seeks to restore stability, but hospitality businesses face challenges adapting to reduced reliefs and higher costs.
