How IRCC’s New Immigration Levels Plan Prioritizes in-Canada Candidates

The Canadian federal government has reserved 40% of permanent residency spaces in 2025 for candidates already living in Canada. According to the latest Immigration Levels Plan from Immigration, Refugees and Citizenship Canada (IRCC), almost half of next year’s admissions for new permanent residents will go to a newly introduced Express Entry priority group, called the In-Canada Focus category. This will result in a planned allocation of 82,980 spaces for this group in 2025.


Who is eligible for selection through the In-Canada Focus category?

Eligibility for selection in the In-Canada Focus category includes candidates from the following programs:

  • Canadian Experience Class (CEC)
  • Federal Skilled Worker Program (FSWP)
  • Federal Skilled Trades Program (FSTP)
  • Regional immigration pathways

Candidates with qualifying Express Entry profiles in these categories may be prioritized for Invitations to Apply (ITAs) for permanent residence in upcoming immigration draws.


Will this special category remain as part of Canada’s Express Entry system?

The In-Canada Focus category will remain part of Canada’s Express Entry system for at least the next three years, according to IRCC’s latest immigration targets. The department aims to welcome the following numbers of immigrants through this category:

Note: Immigration targets for 2026 and 2027 are provisional. IRCC reviews and confirms the following year's target by November 1 annually.


Why has IRCC committed to creating this special category?

IRCC introduced the In-Canada Focus category to better balance immigration levels with domestic pressures facing Canadians. The department aims to reduce the proportion of Non-permanent Residents (NPRs)—including work and study permit holders—from 7% to 5% of Canada’s total population by 2026. A primary strategy for reaching this goal is by facilitating NPRs’ transition to Permanent Residency (PR).

In March 2024, Immigration Minister Marc Miller highlighted IRCC’s commitment to prioritizing domestic draws for NPRs and encouraging provinces to follow suit with their allocations under the Provincial Nominee Program (PNP). IRCC began implementing this focus in July 2024, with draws prioritizing Canadian Experience Class (CEC) and PNP candidates.

In March, Immigration Minister Marc Miller expressed a commitment to prioritizing “domestic” candidates for permanent residence through Canada’s federal immigration system. He aims to meet annual immigration targets while easing housing affordability and supply pressures.

By transitioning existing temporary residents to permanent status, the Minister seeks to maintain a steady influx of skilled individuals contributing to Canada’s economy and workforce, without amplifying domestic challenges tied to population growth.
