ICANN and Internet Technology Policy

 

As of yesterday, Saturday October 1st, 2016, a years long process to hand off the Internet from under US stewardship to an international community of stakeholders went into affect. The official hand off accompanied the expiration of the contract with the US administered IANA (Internet Assigned Numbers Authority) that along with ICANN (the Internet Corporation for Assigned Names and Numbers) oversaw the technical functioning of the Internet. 

The timing of the hand-off coincides with the 2016 US Presidential Election, giving way to a last-ditch effort by conservative politician Ted Cruz and others to block the tranfer, citing concerns over national security. The attempt to halt the transfer was unsuccessful and the Internet now rests in the hands of an international multi-stakeholder community made up of advisory, technical and industry committees and telecommunications experts.

The question remains to be seen how the transfer will influence onging policy and day-to-day administration of the Internet. While the technical functions of the Internet remain with ICANN, now an autonomous body regulated by international influence, questions remain as to what that might look like. While most experts agree that the transfer will affect very little, if anything, in terms of the way the Internet is administered, the move remains contoversial.

The IANA transfer of ICANN is perhaps in some ways just the begginning of an ongoing conversation around Internet Governance.
