The Inadequacies of Social Networks' Self-Regulation: An Ex-Consultant's Insight into Instagram’s Disquieting Quandary
In recent years, the call for regulation of social media platforms has grown louder. The spotlight has often been on the potential harm these platforms can cause, especially to younger users. A striking case is that of Arturo Bejar, a former consultant at Meta (formerly Facebook), who was once tasked with making Instagram a safer space for teens. His journey, driven by personal and professional encounters with the platform's shortcomings in protecting young users, exposes a critical issue in how social media giants like Meta perceive and address harm on their platforms.
Bejar’s 14-year-old daughter's unsettling experiences on Instagram, where she and her friends faced uninvited sexual advances and harassment, were a harsh reality check. Despite reporting the harassment, the platform’s response was either dismissive or non-existent, reflecting a systemic failure in addressing user grievances. This wasn’t just a one-off instance; Bejar’s subsequent investigations revealed a startling statistic: One in eight users under 16 had faced unwanted sexual advances on Instagram over a week.
The crux of the problem, as identified by Bejar, lay in Meta’s rules-based policing system which was seemingly ineffective in curbing such menacing experiences. Despite the company’s claims of having robust automated systems that screened for unacceptable content, the reality was far from satisfactory. The rules were narrow, and the automated systems were unreliable, often missing out on a large chunk of banned content. The problem was exacerbated by the company's focus on "prevalence" metrics which painted a rosier picture than what the user-reported data suggested.
Bejar argued for a shift in approach, advocating for a system that collected data on what upset users, and worked towards addressing the source of such distress. He, along with a group of staffers, initiated a project called BEEF (Bad Emotional Experience Feedback), a survey that aimed to collect user-experience data to better understand the shortcomings of Meta’s existing mechanisms. The findings were stark, revealing a wide gap between the company’s prevalence metrics and the actual distress users reported.

However, Bejar’s efforts hit a wall of resistance within the company’s senior middle management, who were accustomed to and comfortable with the existing metrics and systems. Even as he took his findings to the top executives at Meta, the response was lukewarm at best. The situation reflects a broader issue in the tech industry, where a culture of self-regulation, driven by internal metrics and automated systems, often falls short in addressing the real-world harm and distress experienced by users.
Bejar’s experience is a clarion call for social media platforms to reevaluate their self-regulatory mechanisms and for external stakeholders to step in to ensure a safer online environment, especially for younger users. The narrative also highlights the urgent need for a culture shift within these tech behemoths, to acknowledge and address the gaps in their systems that continue to allow harmful behavior to thrive on their platforms.
