Italy Increases Work Visa Quotas for 2025, Introduces Stricter Rules
In a bid to address labor shortages and attract skilled foreign workers, the Italian government has announced plans to increase the number of work visas issued in 2025 significantly. The new policy aims to bring in an additional 10,000 foreign workers, particularly in sectors experiencing a talent deficit.
Italy to Increase Work Visa Quotas
The Italian government plans to raise the overall work visa quotas to 165,000 in 2025, up from 151,000 in 2024 and 136,000 in 2023. The government introduced this increase as part of a three-year plan to meet the evolving needs of the labor market.
However, the government has also signaled a crackdown on fraudulent visa applications, particularly from countries deemed “high risk.”
The government will implement stricter screening measures for applicants from these regions to prevent exploitation and ensure the integrity of the immigration system.
More Time for Visa Applications
To improve the efficiency of the visa application process, the Italian government has extended the so-called ‘click days‘ – the specific periods when foreign workers can apply for work permits. This measure aims to address previous concerns about delays and missed opportunities.
According to labor union leader Maria Grazia Gabrielli, Italy should transition from the current quota system to an annual flow system that reflects the country’s real labor needs. The goal is to make the process more flexible and responsive to demand.

Concerns Over Exploitation of Seasonal Workers
Despite the increase in visa numbers, the Italian government is also tightening measures to prevent the exploitation of seasonal work visas.
In 2025, 93,550 seasonal work visas will be available, primarily for the agricultural and tourism sectors. This represents a slight increase from 89,050 visas in 2024.
Prime Minister Georgia Meloni has expressed concerns over criminal networks exploiting the system by selling work visas for as much as €15,000. In response, the government is collaborating with countries like Bangladesh to combat human trafficking and prevent migrant smuggling.
