LENI ROBREDO: The Power of Leadership
The transformative influence of Former Vice-President of the Philippines, Atty. Leni Robredo, on my perception of good governance.
In a democratic country, I am one of many Filipinos who lack a clear understanding of the scope of politics and the principles of good governance.
I have become so accustomed to lifelong ideologies, corruption, and political dynasties that I have only a faint recollection of how truly beneficial good governance is for the country. This is the actual political flow since the day I was born, and I don’t think this culture can be easily changed.
Then, I came to know the newly elected 2016 Vice-President of the Philippines, Atty. Maria Leonor Gerona Robredo. Throughout her tenure and even after, I witnessed numerous values she embodied that deepened my understanding of how fulfilling it is to have a leader who genuinely leads by example.
Atty. Leni Robredo is widely recognized for her expanding initiatives under the advocacy of her non-government organization, Angat Buhay (Uplifting Lives), established in July 2022. [1]
The organization is dedicated to supporting marginalized communities across the country by providing housing, food assistance, education, and awareness programs, healthcare, and other vital services, particularly during calamities and natural disasters. Angat Buhay partners with private sectors, NGOs, and local government units (LGUs) to implement and finance these projects, ensuring a wide-reaching impact.
As former Vice President, Robredo consistently engaged directly with communities to understand their needs and concerns. A notable example is her visit to farmers in the Bicol region, where she identified the critical issue of market access, which hindered farmers from effectively selling their produce. Her project on online medical consultation or e-konsulta was also one of the major breakthroughs of her widespread outreach during the COVID-19 pandemic.
This hands-on approach has been central to her advocacy, ensuring that the solutions provided are relevant and impactful. Robredo lives a minimalistic life in her hometown of Naga City, even during her term as Governor. She is regularly seen commuting or riding a bus and wearing unsophisticated fashion.

2. Transparency and Accountability
For three consecutive years, the Office of the Vice President, during her term, received the highest points from the Commission on Audit (COA) for the most transparent and accurate financial reporting.[3] I hadn’t realized such an award existed, and I think it is because many government offices have never accurately practiced this.
I can’t believe that today, there are still people who are true to their values. Robredo chooses to live with her advocacy no matter how the environment is pushing her to do otherwise, no matter how rampant the corruption is among government offices and how threats are thrown at her to impede her compassionate mission. This is why her legacy touched many young leaders to walk her way. In fact, she became a Hauser Leader, sharing expertise and guiding young adults at the Center for Public Leadership at Harvard Kennedy School.[4]
“Accountability can only come with transparency because knowledge is power. Transparency is the fountain of knowledge that allows people to assess how well public officials are meeting their responsibilities.”[5]
3. Inclusive Leadership
Robredo is known for her goal of serving those who are deprived, unfortunate, abused, financially challenged, or what she called “nasa laylayan ng lipunan” (those in the margins of society). She attempted to bring to the Senate the creation of a ‘people’s council’ to provide a valid voice for ordinary citizens to take part in good governance. However, stronger resistance still overpowers the hope for change.[6]
If those who govern truly understand the meaning of solidarity — walking in the slippers of the people not for show but for real, feeling their despair, carrying their burdens as their own, only then can the structures blurred by patronage be seen with moral clarity — and be reformed, reoriented, or even dismantled to give way to a society animated by radical solidarity.[7]

Reflecting on her advocacies, I believe that good governance is still attainable. However, a significant challenge for future generations will be discerning true leadership amid the noise. While it may be difficult, the effort will prove rewarding in the long run.
