  1. Expedited Solar Permitting: The Act empowers municipalities to adopt SolarApp+, an automated solar permitting software developed by the National Renewable Energy Lab (NREL) and the Department of Energy’s Solar Energy Technologies Office (SETO). This platform significantly reduces the time and cost associated with solar permitting, cutting about 12 days off the process. This efficiency allows local governments to allocate resources to other essential public services while facilitating faster solar installations.
  2. Net Metering and Tax Incentives: The Act raises the net metering cap, enabling more homeowners and businesses to benefit from solar energy savings. It also supports a Payment in Lieu of Taxes (PILOT) program for ground-mounted solar installations, making solar projects more financially viable for developers. Additionally, the legislation introduces a Solar Renewable Energy Credit (SREC) multiplier, incentivizing the development of new solar projects across the state.
  3. Solar for All Income Levels: A significant focus of the Brighter Tomorrow Act is increasing energy equity. The Maryland Energy Administration (MEA) will administer a residential solar grant program, offering up to $7,500 for low- and moderate-income households to adopt solar. This initiative ensures that the benefits of solar energy are accessible to a broader segment of the population, promoting environmental justice and economic savings.
