In September 2022, News24 reported that four South African National Defence Force (SANDF) members, Lieutenant Dimakatso Modise, Lieutenant-Colonel Vivian Seadimo Peu, Captain Mbomolelo Avroline Tshikosi, and Leading Seaman Suzen Jiane, appeared in military court on allegations of PPE fraud and corruption amounting to R273 million.

According to the Special Investigating Unit (SIU), these individuals were charged with fraud and corruption related to the procurement of PPE items, such as masks and gloves, during the peak of the COVID-19 pandemic.

The SIU investigation revealed that the procurement process followed by the SANDF to procure PPE related items was not fair, transparent, equitable, competitive or cost-effective and thus contravened the provisions of Section 217(1) of the Constitution.

Corruptionwatch reported that Covid-19 procurement irregularities amounted to R8.9 billion, which was expected to be even bigger as matters were being investigated. They further reported that the SIU found that the value of irregularities in contracts far outweighed that of contracts which were conducted correctly. No irregularities were found in 2,010 contracts valued at R6.7 billion, but irregularities were identified in 2,965 contracts, with a jaw-dropping value of R8.9 billion. In addition, 85 contracts with a total value of R174,951 were found to be out of scope, meaning that they do not fall within the established parameters or scope of the procurement projects.
