Message from the Office of Town of Miami Lakes, Florida, Councilman Josh Dieguez

Dear neighbor,

As we prepare to close out the year and say goodbye to 2019 and this decade, I wanted to take some time to briefly highlight some of the important initiatives I have championed this year. 

GOVERNMENT TRANSPARENCY, EFFICIENCY, AND ACCOUNTABILITY

This year I successfully proposed new initiatives aimed at ensuring government is transparent about its costs. For example, I championed a new business item requiring that any public referendum involving the issuance of bonds must provide important information to voters via a pamphlet including the total amount of debt the Town currently has, the interest and principal to be paid on the bonds, provide more detailed information of the projects it is funding than the ballot summary, and any changes to our credit rating. 

I also successfully championed an item requiring annual referendums to be held for residents in Special Taxing Districts (now known as Neighborhood Service Districts or NSDs). This vote will appear in the form of “Right Track, Wrong Track” and provide direct feedback to the Council from a wide group of residents as to whether they are happy with the services they receive from the district (usually guard services). 

Finally, although far from the last item I championed in this area, 

I also sponsored legislation that called for the establishment of job performance evaluation criteria for the three Charter Officers in our Town (Town Manager, Town Attorney, and Town Clerk), which has always been required by contract yet never implemented or enforced. 

FISCAL RESPONSIBILITY 

In order to ensure the Town is better prepared for the next hurricane or economic downturn, I successfully advocated for increasing our non-assigned reserves from 15% to 20% over the next three years. 

In addition to strengthening the Town’s financial position in the event of a natural or financial disaster, I believe increasing our reserves will also improve our credit rating, over time, and further ensure the judicious use of our tax dollars.

In order to help curb runaway government spending, I also successfully proposed a restrictive ordinance requiring that revenue derived from the Franchise Fee past a certain amount must be allocated to the infrastructure projects we expect and need: sidewalk repairs, street re-paving, drainage, tree replacement, additional lighting, etc. Although there were not sufficient revenues from the Franchise Fee to trigger the provisions of the ordinance this year, I fully expect that to change in the years to come. 

PUBLIC SAFETY

At the request of residents, I successfully proposed and achieved the implementation of speed bumps along 79th Avenue in order to install some sort of traffic calming device for the safety of children attending Bob Graham Education Center from Royal Oaks East or who are playing in the front of their homes. I also successfully advocated for the implementation of temporary speed bumps along NW 77th Court by the K-9 Cove, our dog park, in order to improve pedestrian safety for those attending the park. We expect this project to be completed in the first quarter of 2020.

CONSTITUENT SERVICES

Constituent services continue to be my core focus. Whether delivering on requests I received during my campaign in 2018 or by e-mail and Facebook, it is my goal to bring attention to and successfully complete the tasks you expect from your government. From tree trimming, to picking up bulky waste before a storm, to cleaning up our parks, or just chatting about an issue important to you, I will continue to place your day to day priorities first on the agenda. 

BULKY WASTE PICKUP

Recognizing the need for more predictable bulky waste pickups, I sponsored an item directing the Town Manager to work with the County to establish a regular pick up day each month for collecting big waste items like couches, chairs, etc. 

Currently, the Town is continuing negotiations with the County to make this a reality and our efforts have encouraged the County to consider regular bulky waste pickups on a countywide basis. It is my hope to finalize this initiative sometime in the coming year.

CENSUS 2020

In the 2010 Census, Miami Lakes achieved one of the highest counts out of the 34 cities in Miami-Dade County by percentage (over 80%). I believe that we can and must hit 90% or higher this year. For this reason, I successfully advocated directing the Town Administration to organize an outreach campaign in coordination with the regional U.S. Census Bureau office to increase our Census Count for 2020. 

Each resident counted not only means greater political power for our Town but also an additional $50 in revenue from the State and Federal Governments through revenue sharing and other intergovernmental programs. Therefore, an increased count of just 200 residents beyond what we currently have will yield $10,000 every year for the next ten years for more trees, more sidewalk repairs, more street repaving, etc. This is more of your tax dollars paid to the State of Florida and the Federal Government coming back home! 

Please remember to count everyone in your household (babies included as they too will grow up and use our parks someday) and to encourage your friends, family, and neighbors to do the same!

Before things get too hectic, I wanted to wish you all a happy New Year! Many of us use the close of one year and the start of another to resolve to be better versions of ourselves. Although using the start of one calendar year or of a new decade can be a great frame of reference to reflect and measure how far you’ve come, remember that each day is in itself a new opportunity to improve ourselves whether that means being healthier, a better boss, a better employee, a better friend, a better family member, and so on.

So, in conclusion, as we enter a new year and a new decade, let’s take some time to reflect on all the things that happened in 2019 and the 2010s whether good or bad, be grateful for another day of life, and resolve to make the most out of every new day we get. God bless you all and be safe as you celebrate tonight!

01-16-2020 A Major Accomplishment

Dear neighbor,

On behalf of the Town of Miami Lakes and our Neighborhood Improvement Committee (“NIC”), I wanted to personally invite you to an upcoming legal seminar for Homeowner’s Associations and Condominium Associations. This seminar will take place this Thursday, 01-16-20 @ 7:00 PM Among the topics to be discussed are:

        - Governing Documents Re-certification;

        - Board Member Certification;

        - Annual Elections;

        - Annual Budgets; and 

        - Changes In Community Association Law.

The seminar will be conducted by partners from the law firm of Basulto, Robbins, and Associates, LLP based right here in the Town of Miami Lakes! You won’t want to miss this great event that will help you understand your rights and responsibilities as members of a community association or as directors and officers.
