Seems sometimes they are refreshing previous messages. Wasn't there something called the small business charter a while back where it was meant to give more cover to SME's? When sub contractors work for the bigger players private and public and some have more than 50% of their work with one player they tend to keep quiet and play to their tune. It needs to be actively "policed" as well to make it effective.
