Perimeter is a "dead hand" system developed by Soviet Union in the late 70s and early 80s... The system purpose was clear : ensuring an enemy (United States or China) that, should they launch a decapitating surprise strike against Soviet leadership and nuclear assets, they would for sure encounter a devastating counter-attack. Perimeter is an automatic system that would, upon confirmation that Russian territory had been struck, launch ballistic missiles and order the launch of Submarine missiles...without any human help. "Funnily" enough, the system was not designed as an offensive weapon... Quite the opposite... Back in the days, Soviet early warning systems were pathetic, and Soviet leadership old and paranoid (think of Brejnev, Andropov, who as a former chairman of KGB was sure USA will launch a first strike against his country, Tchernenko - all three were already sick or dying when they reached their office...). Accordingly, to allow the precious time necessary to see whether an "attack" from the West would be a genuine one or just a malfunction or misinterpretation, Soviet engineers and Soviet army decided to develop this Perimeter "dead hand" device - the very same that Stanley Kubrick anticipated in the 60s in Doctor Strangelove (Docteur Folamour in French)... This system was designed to avoid the Soviet leadership taking unilateral decision based on fear... It was designed to avoid a thermonuclear war launched by error...
40 years later, this system is still operational..."
