New Mandates to Enhance Governance Over Algorithm Issues

The Cyberspace Administration of China (CAC), in collaboration with other Chinese regulators, has initiated a strict regulatory campaign targeting internet platforms to enhance governance over algorithm issues from yesterday until February 14, 2025.

 The primary objective of this initiative is to build a healthier, more diverse, and fairer online environment while safeguarding the legitimate rights and interests of consumers. The key tasks include:

  •  Urge to build mechanisms to promote a more diverse content and prevent highly repetitive content that can lead to user addiction.
  • Improve the transparency of algorithms and search rankings to prevent manipulation and enhance measures to protect consumer legitimate rights.
  • Prohibit the use of algorithms for discrimination against users. Organizations shouldn’t use big data and algorithm to offer different prices for same product based on factors like user age, occupation and consumption level.
  • Keep improving algorithm recommendations for minors and elderly to promote healthy content. Enhance detection of fake content online.

Platform providers need to take quick actions and assess their algorithm mechanism and understand if their management and technical measures are secure and effective. The regional authorities will also establish public channels for complaint and reporting, and monitor compliance with regulations.
