A New Perspective on Personal Credit?

I have viewed hundreds of personal credit bureau reports throughout my banking career from the major credit reporting agencies.  Never have I seen rent or utilities payments reported.  Why?  The underlying principles of personal credit seem relatively simple yet so many struggle with it?  I view this as a game-changer in the realm of personal finances.  What are your thoughts?  Is financial exclusion a reality in America?
