NSN India Interface: Global Mobility: Initiatives and Perspectives on Talent Mobility

Hello, and welcome to the latest edition of the NSN India Interface! In this edition, we are focusing on global mobility, exploring initiatives and perspectives on talent mobility that contribute to India's prominence on the global stage.

Global mobility stands as a foundation for fostering India's development aspirations and harnessing its demographic dividend. It entails seamless movement across borders, both in the professional and personal spheres. Today, the focus extends beyond managing formalized workforces to incorporate the skilled workforce, ensuring the utilization of all talents and resources.

Initiatives on Global Mobility in India

  • NSDC Seminars in Japan: Positioning India as a global skill hub, highlighting Indian talent's potential in addressing Japan's skilled labor shortage. These seminars, in collaboration with JITCO and the Embassy of India, served as a pivotal platform for stakeholders to engage in productive discussions aimed at closing the prevailing skills gap.
  • India-Japan Skill Development Initiatives: These include the Technical Intern Training Program (TITP) and the Specified Skilled Worker (SSW) program, fostering bilateral cooperation in skill development. The TITP aims to provide selected candidates from India with three-to-five years of internship in Japan, followed by their return to India to utilize the acquired skills. The SSW program, introduced by Japan, allows aspiring Indian youth to take up jobs and stay in Japan to address labor shortages.
  • Deakin University Partnership: Launched the Global Job Readiness Program (GJRP) to upskill the youth in collaboration with NSDC International, impacting 15 million students over three years. The program offers targeted skills across six critical soft skills, including communication, collaboration, problem-solving, innovation, digital literacy, and financial literacy. It is designed to address the gap in life and workplace skills for better employment outcomes.
  • NSDCI and Nippon Travel Agency Partnership: It aims to strengthen India-Japan cooperation, facilitating skilled professional recruitment from India to Japan. This partnership endeavors to bridge the talent gap and enhance workforce mobility between the two nations, fostering knowledge sharing and collaboration through collaborative seminars and workshops in India and Japan.

A Few Perspectives on Global Mobility

Talking about how to ensure quality for global mobility of the workforce, Ms. Vidya Basarkod, Managing Director, Ramboll India and Director of Ramboll Engineering Centre, said, "The industry should take up the role of a mentor. Apart from theoretical knowledge and technical and practical skills, we from the industry should prepare the students on other crucial skills like soft skills, grooming, dressing well, and how one can come out as a professional. Speaking of India’s advantage in global mobility, Ms. Mariko Ouchi, Specialist, ILO Decent Work Team for South Asia and Country Office for India, said, "Certainly, India has a huge advantage in global mobility. Considering India has a large English-speaking population, highly skilled people are an asset, as they significantly contribute to the economy of the destination country. Talking about one of the key aspects of global mobility of the skilled workforce and skilled workforce mobility in the international market and leveraging the advancements in technology, Ms. Seeta Sharma, Independent Expert on Mobility "Trust across the entire migration cycle is one of the crucial aspects of global mobility. Starting from the level of trust between the governments, businesses, and training partners, it is important for industries to collaborate and work together. NSDC International acts as a dynamic hub, addressing the evolving demands of international projects by harnessing the global talent pool. It centralizes international demand, creates diverse talent pools, conducts skill gap studies, offers domain-specific trainings, provides certifications and assessments, offers pre-departure orientation training, and extends post-deployment support. This empowers individuals for global impact by bridging qualification gaps and establishing language labs. NSDC International also shapes global skill ecosystems by conducting country research and offering guidance on regulatory frameworks. Overall, it envisions a world where skills transcend borders, connecting aspirations with global opportunities.

Global mobility necessitates international collaboration, foresight into employment trends, workforce preparation, and robust mobility strategies. By embracing these imperatives, India can navigate global transitions effectively, ensuring mutual benefits from talent mobility.
