As the Principal Outreach and Selection Officer, reporting to the Division Manager (PTCS.1), you will have the unique opportunity to collaborate with a diverse team and drive the development of talent acquisition policies and programs aligned with our business objectives. Your expertise in sourcing top talent, conducting assessments, and implementing effective recruitment strategies will be crucial in attracting and selecting the best candidates for our Bank.
Key Functions:
🔹 Lead the design and delivery of strategic talent acquisition programs and policies, including innovative sourcing strategies and talent pool development.
🔹 Manage end-to-end recruitment services, ensuring seamless execution of approved staffing and recruitment plans within allocated budgets.
🔹 Coordinate outreach activities, such as career fairs and exhibitions, to enhance our employer brand and attract exceptional candidates.
🔹 Analyze staffing data and provide regular reports on the Bank's staffing status, recruitment planning, and projections, along with actionable recommendations.
🔹 Collaborate with HR Business Partners and Budget Coordinators to develop comprehensive staffing plans aligned with departmental objectives.
🔹 Evaluate HR policy initiatives and advise on staffing trends, offering consultancy services to optimize organizational structures.
🔹 Support talent reviews, succession planning, and skills gap analysis in coordination with Leadership and Employee Development and Talent Management teams.
🔹 Develop insightful reports on staffing evolution, geographical distribution, and other relevant metrics to inform decision-making.
🔹 Manage recruitment budgets and ensure effective cost control while delivering high-quality talent acquisition services.
🔹 Oversee and mentor a dedicated team, ensuring their professional growth and successful delivery of work programs.

Competencies (Skills, Experience, and Knowledge):
🔸 Master's degree in Human Resources Management, Organizational Development, Social Sciences, Business Administration, Public Sector Management, or a related discipline.
🔸 Professional qualification/certification in Human Resources Management, Talent Sourcing/Management will be an advantage.
🔸 Minimum of six (6) years of relevant HR experience, including staff planning, resourcing, and related fields.
🔸 In-depth knowledge of recruitment, workforce planning, and talent acquisition theories and practices.
🔸 Strong planning, organization, data analytics, and reporting skills.
🔸 Excellent people management abilities and the capacity to build relationships with stakeholders at all levels.
🔸 Previous supervisory/management experience is a plus.
🔸 Exceptional communication, problem-solving, and client-oriented mindset.
🔸 Proficiency in written and oral communication in French or English, with a good working knowledge of the other language.
🔸 Proficiency in Microsoft Office Suite and experience with e-Recruitment systems.
