OSBP Meets with Small Businesses at CES
Engaging with Businesses at the World's Largest Technology Showcase
Leaders from the DoD Office of Small Business Programs (OSBP) were in Las Vegas earlier this week for the annual Consumer Electronics Show (CES), which brings together more than 100,000 technology enthusiasts each year to showcase the latest technology innovations.
While at CES, the OSBP team met with small businesses to discuss how DoD can continue to create pathways for them to enter the Defense Industrial Base (DIB). These connections help small businesses understand DoD opportunities and enable the Department with supply chain readiness and to identify innovative technologies that can strengthen national security.
Proposed Rule Targets Payment to Subcontractors
The U.S. Small Business Administration proposed a new rule to ensure subcontractors get paid on time. Posted to the Federal Register, the proposed rule will require prime contractors to notify contracting officers in writing when payment is more than 30 days past due. Under the rule, prime contractors would cooperate with contracting officers until payment is made to the subcontractor. The contracting officer will also be able to modify a prime contractor’s past performance for failure to make complete or timely payments.
Comments must be received on or before February 18, 2025.
DoD Updates List of "Chinese Military Companies"
Earlier this week, DoD released an updated list of “Chinese military companies” operating directly or indirectly in the United States in accordance with the statutory requirement of Section 1260H of the National Defense Authorization Act for Fiscal Year 2021.
These companies present themselves as civilian entities but operate on the behest of the People’s Liberation Army (PLA). Updating this list is an important continuing effort to highlight and counter the People’s Republic of China’s Military-Civil Fusion strategy that supports the modernization goals of the PLA by ensuring it can acquire advanced technologies and expertise developed by PRC companies, universities, and research programs that appear to be civilian entities.
NDIS-IP Initiative #3: Allied and Partner Industrial Collaboration
The recently published National Defense Industrial Strategy Implementation Plan (NDIS-IP) addresses six cross-cutting initiatives to enable DoD to achieve a more resilient defense industrial ecosystem and buy-down risks.
This week we highlight Implementation Initiative #3: Allied and Partner Industrial Collaboration.
In an increasingly interconnected world, close collaboration between allied and partner nations in industrial sectors is essential for addressing global challenges and enhancing collective security.
Efforts will focus on developing standardized technologies to enable seamless coordination between allied forces and establishing allied and partner development, production, and advanced manufacturing projects. Strengthened industrial collaboration will serve as a deterrent, signaling to adversaries that allies can quickly mobilize their collective defense capabilities when required.
“We will leverage our respective strengths into a network of allied DIB capability for mutual resilience and increased lethality,” Deputy Assistant Secretary of Defense for Industrial Base Resilience Carla Zeppieri said.
