ISC’s team of Engineering Recruiters has been retained to identify a Program Analyst / Systems Engineer for a well-respected government contractor based in the Washington DC area.

The position is eligible to work from home 4 days a week and at the Navy Shipyard 1 day a week.

Options for strong candidates that live outside of Washington DC are to take advantage of Clients relocation package or flying in once a week.  

This particular team will provide Program Management and Systems Engineering support to the Program Executive Office Unmanned Small Combatants (PEO USC). The Program Management and Systems Engineering efforts support the acquisition and maintenance of the unmanned maritime capabilities of multiple ship platforms and systems, from procurement through sustainment.

Technical program analyst required to work with Navy Program Office to identify development hardware/software systems with mature technology readiness levels for transition into existing programs and operational systems. 


Program Analyst / Systems Engineer Mandatory Qualifications:

  • Bachelor’s degree ideally in engineering, cybersecurity, or physical science
  • 4+ years of experience as a program analyst / systems engineer working on Navy programs for advanced development or technology improvement programs
  • U.S. Citizenship and a Secret security clearance
  • Knowledge of autonomous undersea and surface vehicles or similar programs
  • Experience with shipboard system design and integration, engineering change proposal process, and Small Business Innovative Research/Small Business Technology Transfer HIGHLY desirable.
  • Ability to identify development hardware/software systems with mature technology readiness levels for transition into existing programs and operational systems
  • Experience with all facets of Test and Evaluation execution (planning, scheduling, execution monitoring) and documentation (Test and Evaluation Master Plans (TEMP), Integrated Master Schedules (IMS), test plans, test reports, and test readiness review briefing materials)
  • Experience with requirements development and integration, to include conducting studies to determine the feasibility of alternative approaches
  • Ability to perform a variety of expert level engineering tasks that are broad in nature to address concerns with system design, risk reduction, implementation, and integration, including personnel, hardware, software, and support facilities and/or equipment

Program Analyst / Systems Engineer Responsibilities:

Provides guidance and support to ensure seamless incorporation of new plans, designs and systems into ongoing operations.

  • Responsible for the integration of requirements, design, risk mitigation, and technology of complex Navy systems
  • Guides and participates in development of technical documentation associated with results analysis and risk mitigation
  • Lead team members in formulating requirements, advises on viability of alternative approaches, and conducts and evaluates feasibility studies

In support of PEO USC, you will:

  • Lead or be a member of a small group of Systems Engineers providing professional services support
  • Assist and advise in the planning, scheduling, execution monitoring, and timely reporting of test and evaluation events
  • Assist the PEO in interpreting test results and responding to press inquiries
  • Support generation, updates, and configuration management of key test and evaluation documents such as Test and Evaluation Master Plans (TEMP), Integrated Master Schedules (IMS), test plans, test reports, and test readiness review briefing materials
  • Provide environmental assessments and support the identification and development of technical requirements to integrate systems in Navy platforms and shore facilities
  • Perform a variety of senior level engineering tasks that are broad in nature to address concerns with system design, risk reduction, implementation, and integration, including personnel, hardware, software, and support facilities and/or equipment
  • Be responsible for the integration of requirements, design, risk mitigation, and technology of complex Navy systems
  • Provide guidance and support to technical and programmatic requirements derivation
  • Provide technical guidance and leadership of engineering, analysis, and development teams
  • Lead team members in formulating requirements, advises on viability of alternative approaches, and conducts and evaluates feasibility studies
  • Provides guidance and support to ensure seamless incorporation of new plans, designs, and systems into ongoing operations
  • Guides and participates in development of technical documentation associated with results analysis and risk mitigation
  • Guides implementation of and adherence to the C4ISR/DoDAF process
