Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) Kicks Off New Phase (2024- 2026)
On 21st March 2023, the Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) hosted a CL-ICK OFF (Closing and Kick-Off) event to mark the end of the programme’s most recent phase (2019 -2023) and kick off a new phase that will run until end of 2026. PREEEP is the anchor programme of the Ugandan-German technical cooperation in the Energy sector. The event provided an opportunity to present the achievements of the past and simultaneously alert stakeholders to the key components of the new phase.
PREEEP’s most recent successes include support to the development and launch of the 2023 Energy Policy, rehabilitation of solar systems at numerous Social Institutions in Northern Uganda, support to SMEs for access to finance and skilling of over 800 technicians jointly with Vocational Training Institutes (VTIs) and the private sector in Northern Uganda, to mention but a few.
Building on the flagship pilot project in e-mobility, as implemented by the Green People’s Energy (GBE) in partnership with Zembo Motorcycles in 2021, PREEEP presented e-mobility training manuals developed jointly with GoGo Electric (former Bodawerk International), resulting in upskilling successes for the sector.
Speaking at the event, Ms. Grace Tumusiime, the Under Secretary, Ministry of Energy and Mineral Development (MEMD) appreciated the PREEEP programme’s efforts to support sector priorities such as increasing electricity access and uptake of climate-friendly forms of energy, enhancing utilisation of energy-efficient practices and technologies and promoting sustainable utilisation of biomass. GIZ has been and continues to be an essential partner regarding attracting investment with financial sustainability in the development and utilisation of energy resources, enhancing energy sector governance, capacity building and integrated planning.
Her remarks were reinforced by David Loew, Deputy Head of German Development Cooperation in Uganda who stated that the cooperation between the German and Ugandan governments has been long-standing and appreciated on both ends. The common goal between both countries is a just energy transition to leverage economic development.
During the event, partners, and partner institutions shared testimonials on the positive impacts derived from the collaboration with PREEEP over the last phase. A panel discussion with Mr. Milton Edimu (KfW), Dr. Brian Isabirye (MEMD) and Mr. David Otieno (GIZ) meanwhile focused on German Development Cooperation in the Ugandan Energy Sector and gave an outlook and future priorities. The session was moderated by the MEMD Project Coordinator for PREEEP, Eng. Simon T. Kalanzi.

As the event concluded, stakeholders were pleased to note that the new phase will focus on deepening the impacts in the original implementation areas, with emphasis on skills and market development, decentralisation, capacity building and policy advisory support. The programme will be led by Eng. Merab Birungi and Ms. Lisa Hofheinz from the GIZ side.
The event ended with the official launch of new PREEEP phase by Ms. Grace Tumusiime and Mr. James Macbeth, GIZ Uganda Country Director.
