1moQuite agreeable. The response I have is that EU projects are perfect for having all your ideas stolen at the speed of light by smart (*) academics. Commitment at delivering innovative EU reports in due time (with an amount of administrative overload that could kill an army) give enough time for others to build a solid reputation in areas that they totally ignored before. I thought reports were equally valid for putting a copyright stamp on your work, but was wrong, they don't - most of the times just end up in the drawers of the Commission. Although, legally it is still possible to intervene, how many do that? The EU BIRO project built the first fully functioning federated database of disease registries as early as 2008, using risk adjustment techniques, as documented in a visionary EU monograph still available at www.eubirod.eu. Yet, its approach has been replicated in many papers and projects with barely a couple of citations reported, even with unexplicable criticism. I almost laugh at it today - even because not much has been achieved better than that after 2 decades. Therefore, my advise is: publish everything first, before even submitting to the EU.
