Qazaqstan Halkyna

The market for #orphanmedicines in Kazakhstan was dominated by two distribution channels until January 2022, not counting retail, where the products are very expensive.

When a patient needs assistance in purchasing an expensive drug for treating a severe pathology that doesn't fall under a central tender (SK-Pharmacy), he or she is able to do so through local government agencies (akimats, local health departments).

The second way is actually a state tender, a purchase through SK Pharmacy, where an expensive product can be purchased on behalf of a patient or a group of patients.

 After the tragic events of January 2022, the President of #Kazakhstan established the #QazaqstanHalkyna social fund to solve problems in the fields of #health, education, and social assistance.

In addition to providing targeted assistance to specific people, the Fund provides systematic assistance to various groups of Kazakhstan's population.


Based on the Qazaqstan Halkyna’s concept, recipients of targeted assistance and programs for systemic assistance are selected according to the following criteria:

1. Providing material, technical, and inventory assistance on a national level

2. Expanding non-formal education and advancing professional training (medical, pedagogical, social, etc.) for citizens.

3. Enhancing the effectiveness of existing systems, tools, and processes for providing social services to the population, improving legislation, including transplantation, research, and infrastructure construction;

4. Implementation and support of social innovations, including innovative treatment approaches.

5. Assisting individual citizens in exceptional circumstances, including: referral of citizens of Kazakhstan for treatment abroad who are unable to receive treatment within the guaranteed amount of free medical care for non-medical reasons; purchasing #medicines not provided by the state to treat various diseases or conditions; and providing targeted assistance to individual individuals in exceptional circumstances.

6. Assistance with the elimination of the consequences of natural and man-made disasters.


Donations from a large Kazakhstani business support the Fund.

For the period 2022-2024, receipts are estimated at 250.3 billion tg ($500 million).

During the first half of 2024, 54.7 billion tg ($109 million) were received, with Samruk Kazyna JSC as the largest patron (45 billion tg).

A million Euros was donated by the Serbian government in addition to funds donated by local businesses in the spring of this year, to combat floods.


A total of 1,283 appeals and applications for charitable assistance were considered by the Foundation in the first half of 2024:

1.Healthcare - 818

2.Social sphere - 72

3. Education - 207

4. Emergency - 174

5. Basic needs – 12

And 142 applications for charitable programs and projects from legal entities in the following areas:

1.Healthcare - 35

2.Social sphere - 42

3. Education - 41

4. Culture - 4

5.Sport - 4

6. Others – 16


Charitable assistance provided in 2024 was 58.8 bln tg ($117mln), including 34,772,889,227 tg ($70mln) for healthcare.

A total of 170.2 bln tg ($340mln) was donated to charity in 2022-2024, of which 99,018,442,299 tg ($199 mln) were allocated to healthcare.


 I will only highlight healthcare projects in this article.


Financing of oncological disease treatment in 2024

Targeted drug delivery agreements: 29

Pharmaceutical assistance was provided to 732 Kazakhstani citizens 18 years and older suffering from oncological and oncohematologic conditions

The amount of financing for 2024's first half was 1 098 282 763 tg ($2mln)

 

Oncological disease treatment financing for 2022-2024.

A total of 189 agreements have been signed concerning the supply and reception of targeted #drugs

A total of 954 patients 18 and older with #oncological and #oncohematological lesions received free medicines

The amount of financing for the purchase of medicines is 15,121,092,763 tg ($31 mln)

Targeted oncology medicines purchased: Brigatinib, Ixazomib, Abemaciclib, Ribociclib, Midostaurin, Blinatumomab, Olaparib, Alectinib, Lorlatinib, Trifluridine+Ethipiracil, Pomalidomide, Apalutamide, Daratumumab, Nintedanib, Venetoclax

 

The provision of medicine to patients with severe and #orphan diseases for the first half of 2024

A total of 74 medicine supply contracts have been concluded

#Medicalcare was provided to 153 patients

There were 97 children who received medical care

The purchase of 20 medicines was made

One medicine was purchased first time in Kazakhstan (Trilexa pediatrico)

In the first half of 2024 18,138,354,848 tg ($36 mln) was spent on expensive medicines

 

Medical supplies for patients with severe and orphan diseases in 2022-2024:

A total of 265 medicine financing contracts have been concluded

The total number of patients who received medication was 433

Children who received medication: 319

A total of 13 medicines were purchased for the first time in Kazakhstan (Zolgensma, Voxzogo, Karziba, Myalepta, Trilexa, Trilexa pediatrico, Lumiva, Lumiva pediatrico, Crisvita, Enchertu, Rozlitrek, Cistadan, Amondis-45).

In 2022-2024, 56,627,795,084 tg ($ 113 mln) were spent on #orphandrugs.

 

During the first half of this year, the fund  sent two Kazakhstanis abroad for treatment, for a total of 29,760,000 tg.

 A total of 478 mln tg has been spent on treating 27 seriously ill patients abroad since 2022.


In addition to these, Qazaqstan Halkyna funds the purchase of medical equipment for hospitals.

Children's neurosurgery hospitals in the first half of 2024 purchased equipment for 830 million tenge ($1.6 million)

The equipment of early intervention centers in 2022-2024 870 million tg ($1,75 million)

In 2024, conducting surveys on mobile complexes of the remote settlement population will cost 546 million tg ($1,09 million).

Equipment provision related to cancer services in the amount of 20 billion tg ($40 million)

Provision of equipment for organ transplantation $618 million tg ($1,23 million)

Karaganda region combustiological service development $527 million tg ($1,05 million)

Pulmonological service development in karaganda 79 mln tg ($158 000)

Cardiology service development in the karaganda region: 488 million tg ($976 000)

Oncologists are also supported by qazaqstan halkyna in their professional development and foreign internship projects.

Assisting patients with eye organs diseases who need transplantation corneas is 374 mln tg ($747 000) for 2023-2024.

In 2024, conducting surveys(diagnostics) on mobile complexes of the remote settlement population will cost 546 million tg ($1,09 million).
