Rural Educators Rising: Equal Playing Fields

SCHOOL AND COMMUNITY UPDATE: The Ridgway Area School District's students experienced minimal to no learning loss through the pandemic. This is clearly evident in our state assessment scores from Spring 2021. Our success is the result of the team effort put forth by our board, administration, staff, students, parents, and community! As the superintendent I am so proud of how hard we work to make the absolute best for our students. That is our #ElkerPride. The Ridgway Area School District participated in the PSBA survey "State of Education". Some key HIGHLIGHTS from the "State of Education" report:

*There is a serious staff shortage in education!

*The top source of budget pressure across PA are charter-cyber tuition payments.

*Even through the pandemic 90% of PA children attended public school.

*Truancy rates spiked during the pandemic.

*68% of the district's surveyed reported that partisan politics impacted districts.

*The biggest instructional challenge from the pandemic are addressing social emotional issues.

How RIDGWAY is responding:

*STAFF SHORTAGE: Ridgway has developed a "Grow Your Own" model that seeks to support personal growth for employees through maintenance of tuition assistance and release time. Ridgway hires students who may have an interest in education and human service fields through school to work to substitute as paraprofessionals. Ridgway has a building based sub teacher in each building and a district based paraprofessional sub (currently vacant) through ESS. Ridgway's professional contract (for teachers) reflects compensation for teachers who's coverages cut into their prep time at a specific threshold. Our sub compensation is competitive. Recently, the Board has approved an hourly rate increase for substitute support staff to $10.25/hour. Our secondary administration are working on enhancing the peer tutoring program to put additional supports in the elementary classrooms and to provide peer tutors with real world experience as a means to increase their interest in education fields.

*CYBER TUITION: Ridgway believes that in person instruction in our District, is the best choice for students. Our results are evidence of that. We recognize parent/student's rights to choose and we support this. Our advocacy for public education is not advocacy against parent choice. For some students, cyber schools may be the option. What tax paying community members need to know is that cyber schools are not held to the same accountability standards as public schools in terms of instruction, reporting, achievement expectations, spending and high quality instruction. For example, did you know that poor performing cyber charter schools were removed from the low performing list of the public schools that was recently published? Did you know that the legislation is trying to pass a bill that limits virtual instruction in public schools to 60 days, yet virtual instruction is the instructional model of cyber schools and has no limitations. Public schools are being charged more by cyber schools, than what the state reimbursement is to public schools per student. In some cases, cyber charter schools charge public schools two to three times more than the funding that the public school is receiving from state and feds. This means your tax dollars must be used to cover the difference that is created by the legislators allowing increased cyber tuition charges to occur. This means our students, in our brick and mortar community schools, are losing valuable resources and opportunities by these legislative decisions. Has your small rural school had to cut staff, curricular offerings, extra-curricular opportunities (especially in the arts) due to budget constraints caused in part by the increased payments in cyber-charter school tuition? Public schools are only asking for legislators to create an equal playing field (otherwise known as regulated), where all schools that receive state and federal money are held to the same standards.

*TRUANCY: Recently an ad hoc committee of the Elk County Criminal Justice Advisory Board (CJAB) met to develop recommendations for a strategic plan. Redeveloping truancy procedures and responsibilities is one of the goals being recommended.

*SOCIAL EMOTIONAL WELLNESS: In the coming weeks the District will be conducting a PDE climate survey of students, staff, parents and community members. This will help guide the District's Comprehensive Planning Committee with the development of goals to support student and staff wellness.
