Russia: How to finance reparations (for war crimes) to Ukraine
Putin-Russia and here not only the state leadership where there is a blatant leadership problem but many other actors and also the entire system bears responsibility for a breach of culture and civilisation - with cynical preparation also in the economic sphere. Now, the Russian central bank is on a par with the central banks of Afghanistan or Myanmar, the Russian leadership is subject to sanctions like the war criminal Assad. In this respect, it is a matter of drawing the right conclusions from this and using public and private assets of Putin-Russia (incl. the frozen CBR reserves) and Russian citizens sensibly and according to the rule of law in order to finance the reconstruction of Ukraine. A mixture of taxation and expropriation is necessary. But a differentiated approach makes sense, because Putin-Russia is trying to get the oligarchs on board with further capital repatriation incentives.
