Strengthening Social Policies in the Danube Region: The Role of the EUSDR European Social Fund (ESF) Network

The Danube Region Strategy (EUSDR) has been instrumental in fostering cross-border cooperation and sustainable development across 14 countries in the Danube Region. Since its establishment in 2015, following the pivotal Meeting of Ministers in Ulm (Germany), the EUSDR ESF Network has played a key role in aligning national social policies with the region’s strategic goals. Created as a collaborative platform for European Social Fund (ESF) Managing Authorities in the Danube Region, the ESF Network aims to connect cooperation with investment, ultimately fostering cohesive social policies that meet shared challenges.

By 2024, the network expanded to include the managing authorities from candidate countries, further strengthening its impact. Coordinated by the EUSDR Priority Area 9 - “People and Skills” and Priority Area 10 - “Institutional Capacity & Cooperation”, the ESF Network offers a structured approach to aligning regional funding priorities and bolstering social and employment policies through transnational cooperation.

One of the primary challenges facing the Danube Region is the fragmentation of social and employment policies across borders. Each country’s unique social and economic landscape challenges alignment and policy coherence. Furthermore, until 2023, only the nine EU Member States in the Danube Region participated in the ESF Managing Authorities Network, limiting opportunities for knowledge transfer and capacity building with accession countries.

With accession countries now set to join, there is an urgent need to establish a comprehensive, coordinated approach that enables effective cooperation, especially as these countries work to align with EU standards in preparation for accession.

The expansion of the ESF Network is expected to drive a stronger regional approach to social and employment policies, supporting a vision of sustainable and inclusive growth across the Danube Region. By aligning social policies and funding strategies, the network aims to improve knowledge sharing and skill-building among EU member states and accession countries, create a strong foundation for incorporating EUSDR goals into national ESF Operational Programmes (OPs), and ensure that regional priorities are reflected in local policy actions. Additionally, it seeks to assist candidate countries in their accession processes by promoting a shared understanding of EU social policy standards and objectives.

These efforts will lead to greater policy alignment, increased regional cohesion, and a stronger foundation for tackling shared social challenges.

The ESF Network is designed to address these challenges and meet expectations through a series of strategic objectives:

1. Embedding EUSDR Targets in ESF/IPA OPs: The network helps align Operational Programmes with EUSDR targets, creating a more cohesive approach to funding that reflects the region’s needs.

2. Strengthening Knowledge Transfer and Co-Design: By serving as a knowledge hub, the ESF Network enables member states and accession countries to exchange best practices, co-design solutions, and keep up with innovations in social policy. This emphasis on shared learning fosters a culture of collaboration and modernisation in the field of social policy.

3. Managing Transnational Cooperation: A key component of the network’s strategy is building a robust framework for transnational cooperation, facilitating cross-border projects that connect resources and policy actions to regional goals.

The ESF Network has proven to be a valuable asset to the Danube Region, demonstrating its significant impact on both policy and practice. One of the key outcomes is enhanced policy alignment, achieved by integrating transnational elements into ESF Operational Programmes. This alignment brings funding and policy actions aligned with the EUSDR 's strategic objectives, resulting in greater regional cohesion.

Moreover, including accession countries enhances capacity-building efforts, enabling them to align more effectively with EU social policies throughout the accession process. Additionally, the network promotes good practices through active knowledge sharing, highlighting successful projects and disseminating best practices that facilitate innovative approaches to social and employment policies.

Looking ahead, the EUSDR ESF Network is committed to fostering a Danube Region that thrives on collaboration, shared learning, and aligned policies. By uniting EU member states and accession countries, the network supports a regional approach that builds resilience, modernises social policies, and prepares the region for the future. Through this continued commitment to cooperation, the ESF Network envisions a more connected and inclusive Danube Region that leverages shared strengths to overcome shared challenges.

As the network evolves, its ongoing efforts to integrate EUSDR priorities with national and regional policies will ensure that social and employment policies across the Danube Region are sustainable, innovative, and accessible to all.
