Sustainable Markets: Insights into Colombia's Environmental Trends

Our 10th edition takes a closer look at Colombia, highlighting the country’s carbon offset projects. This deep dive follows the recent COP 16, which brought global attention to Colombia’s climate initiatives.

Colombia has almost 500 voluntary carbon market projects, and almost 30% of all projects are registered under the CDM registry, with the majority of credits being in the forestry and land use, and energy efficiency sectors.

As of this month, there are just over 200 active projects in the market, and we’ve seen over 17.4 million credit retirements since the start of the year, which is already one million more than the total retirements from 2023. This is also suggesting that more credits are being retired per project - compared to some other countries.

The entities retiring the most Colombia-based credits are Primax Colombia, with over 20 million credits retired, followed by Chevron and Biofix, each retiring around 10 million credits.

Shaping Latin America’s Climate Future: Colombia’s Approach

Colombia is advancing its environmental market strategy, guided by an ambitious climate agenda:

  • Revised NDC Targets: Aims for a 51% reduction in greenhouse gas (GHG) emissions by 2030 (compared to business-as-usual levels) and carbon neutrality by 2050. Additional goals include reducing black carbon emissions by 40% (below 2014 levels) and limiting deforestation to 50,000 hectares per year.
  • Climate Legislation & ETS: The 2018 Climate Change Management Law sets up an Emissions Trading System (ETS) with allowance auctions to align with national climate targets. Revenues will go to the “Fund for Life and Biodiversity,” supporting sustainability initiatives.
  • Environmental Credit Framework: A new bill, spearheaded by Representative Maria del Mar Pizarro of the Pacto Histórico Party, is progressing through Colombia’s House of Representatives. Its goal is to create a regulatory framework for the generation, verification, certification, and trading of environmental credits in the country.
  • Carbon Tax Increase: The government proposes nearly tripling the carbon tax from COP 25,799.56 ($6.04) to COP 75,000.00 ($17.55) per tonne, aiming to incentivise decarbonisation. Critics argue this rate still falls short of what is needed to drive meaningful emissions reductions.
  • Developer Concerns: Many local carbon project developers prefer trading credits internationally, as the current tax rate fails to offer competitive prices. This has led to underutilisation of the carbon tax’s provision allowing up to 50% of liabilities to be offset with credits.

Colombia’s approach balances ambitious climate targets with economic incentives, positioning it as a key player in Latin America’s environmental markets while facing challenges in ensuring effectiveness and competitiveness.
