Great article. In relation to Item 3 - aiming at Government Departments, its difficult to ask for a testimonials from a government department especially from Local Government Authorities as employees can not endorse a product or service unless specified authorisation is sort. The other issue is the Privacy Act and Provisions. I have endorsed products on a personal perspective without identifying the LGA or incident. I am sure with 'gentle wording' this could be circumnavigated. In relation to Items 5, 6 and 7 for ne, the shaper, simpler and straightforward is the best for Government Departments. As there are various IT systems in use, (such as the restriction on TikTok) the linear scrolling and or a very simple menu with contact details is best. We all know it's a fine line between too much and too simplistic design is a difficult balance. For me it's video clips with loud music is off putting and encourages me to look elsewhere.
