National Defense Industrial Strategy Implementation Plan Puts "Words in Tangible Actions"
On Tuesday, the Department of Defense (DoD) published the unclassified National Defense Industrial Strategy Implementation Plan (NDIS-IP), outlining key actions to modernize and fortify the defense industrial base through cross-cutting initiatives and global partnerships.
Industry, ranging from defense primes to mid-tier to small businesses and new defense technology firms, form a foundational pillar in its success.
"Publishing the NDIS was a significant accomplishment as we work to strengthen the size and resilience of our industrial base," Under Secretary of Defense for Acquisition and Sustainment Dr. William LaPlante said, "But we've always said that it was only the first step—implementation is what really matters. While we still have a lot of work ahead of us, this implementation plan is showing that we remain focused on putting words into tangible actions."
"This implementation plan offers industry, global allies, and partners clear direction on the Department's priorities for industrial capacity building," said Assistant Secretary of Defense for Industrial Base Policy, Dr. Laura Taylor-Kale, PhD . "Implementing these initiatives will require coordinated efforts across the DoD, and support and cooperation from our interagency, industry, and international stakeholders, as well as our champions in Congress."
OSBP Leaders Present at DLA Aviation Roundtable
Mr. Farooq Mitha and Mr. Khalil Mack presented this past week at the 2024 Defense Logistics Agency (DLA) Aviation Senior Executive Partnership Roundtable (SERPT) in Richmond, Va. Mr. Mitha gave a keynote address focused on how DoD engages small businesses, while Mr. Mack moderated a roundtable discussion small business directors. The SEPRT gathers senior executives from the Defense Logistics Agency 's supplier alliances to meet with the DLA leadership and military customer senior leaders to discuss general issues affecting its aviation suppliers.

SBA Proposes Expansion of the "Rule of Two" to Benefit Small Businesses
The U.S. Small Business Administration is proposing an expansion of its "Rule of Two" policy, which requires government contracts to be set aside for small businesses when at least two qualified small firms are capable of performing the work. The new proposal aims to extend this rule to apply to orders off of multiple-award contracts, with certain exceptions. In addition, the SBA is calling for greater involvement from the SBA and agency Offices of Small and Disadvantaged Business Utilization (OSDBUs) in planning new multiple-award contracts. The SBA estimates the proposed changes could potentially funnel an additional $6 billion in contracts annually to small businesses.
Small business owners and interested stakeholders are encouraged to provide feedback on the proposed rule by December 24, 2024.
