Packaging Industries deny waste pickers’ livelihoods in ignoring their Extended Producer Responsibilities: The National Coordinating Committee (NCC) of the South African Waste Pickers Association (SAWPA) convened in Johannesburg and the purpose of the meeting was to review progress of the organization. The meeting also deliberated on the Extended Producer Responsibility (EPR) for packaging materials given that there have been many barriers and challenges identified in this system. Every year in France, we buy and throw away 3.5 billion diapers. To recycle this waste, the start-up Les Alchimistes recovers the organic matter from the layers to make compost. At a dedicated area in Seine-Saint-Denis (93), a machine separates the plastic from the organic pulp, which is combined with wood shavings and coffee grounds to obtain compost. The composting of diapers has been carried out experimentally since 2019 in collaboration with 5 Parisian nurseries and has avoided the incineration of 4 tons of waste. For Les Alchimistes, the long-term objective is to create a virtuous circuit from the layer to the compost, and to work with industrial partners to create a 100% compostable diaper. The Pros and Cons of EPR: Lessons from France. The three conclusions are the following: (i) EPR is not merely a technical arrangement: strong political direction is needed for the definition and oversight of financial modalities, in order to avoid economic fall-out for reuse and recycling operators; (ii) From the outset, EPR’s has had only a marginal role in reducing packaging waste, and particularly plastics: it can, under certain conditions, foster eco-design or partly finance re-use, but it was not designed to reduce the amount of packaging placed on the market  and (iii) given the limitations of EPR, it is essential to resort to other waste prevention and reuse levers to complement EPR, such as: production and market placement reuse quotes, regulation, including bans on single-use, short-lived or hard-to-repair products, and taxation. Merger of the EPR household packaging and paper sectors: the new specifications have finally been published. The specifications for the EPR sector for household packaging and paper were published after ample  consultation. However, the steps to be taken to achieve the national and European objectives remain important, and will require additional work in the first quarter of 2024 to add sufficient technical, organizational and financial levers, and to settle the thorny debate on the return deposit. The general prevention of risks (DGPR) division has announced that an interministerial inspection mission on the governance of PROs will be launched. The public authority is concerned of how EPR targets are not reached and how PROs are not sanctioned. The AGEC law obliges PROs to manage EPR waste present in illegal dumps. But the conditions set for this care make it almost unenforceable. Very large building waste depots are expected to be almost the only ones to be affected, superior of 100 tons. The photovoltaic industry has been intensely focused on increasing the efficiency of PV modules and making the electricity generated ever-more affordable. To sustain efficiencies the industry has been transitioning from traditional PERC (Passivated Emitter and Rear Contact) solar cells to more advanced technologies called TOPCon (Tunnel Oxide Passivated Contact) and HJT (HeteroJunction Technology). However, this new generation of cells introduces new reliability challenges, primarily due to their sensitivity to contaminants and light. Research by UNSW and other institutions has uncovered inherent vulnerabilities in TOPCon and HJT solar cells, especially concerning metal contacts and thin films. Here is the link to "Reduce, reuse, redeem: Deposit-refund recycling programs in the presence of alternatives, based on examples and surveys performed in California, USA the most populous state ": It is the first paper to provide revealed preference ‘Willingness To Pay-WTP estimates across multiple disposal options, and this allows to better understand how current recycling policy decisions may effect the distribution of welfare outcomes for consumers of beverage containers. It is found that increasing the deposit (or redemption value) refund-RV would encourage more recycling at drop-off centers (inducing switching from curbside recycling to drop-off recycling). If the policy goal is simply to increase overall % of households who recycle their containers, then increasing the RV amount is a sensible policy option. Yet the welfare gains from this policy change are accrued by marginal drop-off center users, who are white and more educated on average. The model simulations themselves did not provide a case for an increase in RV as a welfare-enhancing or inequality-decreasing policy for disadvantaged consumers. Yet there may be additional welfare effects for some disadvantaged populations of a RV increase, which are not captured in our counterfactual simulations. For example, very poor individuals who earn their livelihood by collecting containers from others’ curbside bins would likely benefit from an increase in RV payments, as this would increase the profitability of their collection activities. This approach aims to create a fair playing field and promote the advancement of emerging recycling technologies. It emphasizes technology-neutral rules for calculating and reporting recycled product content while ensuring the highest level of traceability.
