USAID, the largest bilateral aid agency in the world, has said that staff shortages are one of the main barriers to the success of its plans to give more funding at a local level.
As a result, rather than hiring employees to work on specific projects, it has been hiring contractors, who are easier to pay for from operational budgets. Is this the new norm or a temporary fix?

Wise words for job seekers
Knowing what rate to charge can be one of the biggest challenges for independent consultants. Some of the questions to ask before signing a contract include: Does the project involve overseas travel? Will you require any special insurance coverage? Is the scope of work manageable? And when will you get paid?
From our guide to consulting contract negotiation, here are some questions you need to ask yourself in order to come to an agreement that works for you.
🌏 Where is the work located? “Hotspot consultancies” can involve travel to conflict-affected regions and different levels of risk, so pay close attention to the fine print regarding insurance being provided by the contractor.
🗓️ When will you get paid? It’s common for employers to retain a portion of your fee until they receive the final deliverable. You can try and negotiate this but it can depend on who is paying, especially if you are being contracted by an intermediary organization.
🆘 Will you need help? For some assignments, the workload will be too much for you alone, so you may need to hire someone to assist you — an additional cost you need to account for.
🔐 Who owns the work? It’s important to clarify who will have ownership of any reports, trainings, or research you are producing. If not, this can lead to a lot of frustration further down the line.
