The welfare landscape of India: Government Schemes and Services

Every citizen needs access to government schemes and services like Aadhaar, ration cards, driving licenses, seed subsidies etc. With such a diverse country, even a few years back, many people in the country did not have access to basic banking services which are often required to access some of the benefits and services.

The Jan Dhan-Aadhaar-Mobile (JAM trinity) revolutionized the scheme delivery landscape in India by becoming the digital bedrock for Direct Benefit Transfer (DBT) of welfare subsidies by the government.

However, there are many complexities that make the process of scheme delivery still difficult. In this context, Antyodaya Saral has been a flagship initiative of the Government of Haryana.

In our view, scheme and service delivery in Haryana shifted from being a ‘Sleeping Giant’ with low ‘political salience’ and high ‘system capacity’ to ‘Battle Ready’ with high ‘political salience’ and high ‘system capacity’. The system already had decent capacity with a well-oiled NIC with strong leadership and decent work on e-District implementation in the state under which some schemes/services had been made accessible at the district/subdivision/tehsil level in physical centers. Further investment was made in system capacity especially on the technology front by building an online platform that could be used directly and in assisted mode. Further capacity was built on the physical infrastructure front where physical centers were revamped - made state of the art & single window. Processes were put in place to run this strengthened system. Political salience for transforming schemes and service delivery in Haryana increased from 2017 to 2018 leading to the launch of Antyodaya Saral as an initiative that further streamlined the scheme-service delivery in Haryana.
