Faculty Highlight & New Publication: Milena Neshkova A new article published in Public Management Review, titled Public Participation and Distributional Equity of Government Spending by Dr. Milena Neshkova & Dr. Can Chen. ABSTRACT This study investigates whether allowing the public a greater say in governance affects the allocation of government spending. The analysis uses Peterson’s (1981) classification of public programs into developmental, redistributive, and allocational to model budget trade-offs in allocating public resources. Data from 51 countries between 2006 and 2016 demonstrate that when governments are more open to citizen input, public budgets tend to increase their redistributive share compared to developmental or allocational shares. Our findings hold using different operationalizations of participation.
