Taxi industry efforts to improve road safety and vehicle road worthiness suggest South Africa stands on the brink of a public transport breakthrough. Santaco Western Cape’s festive season road safety campaign sees widespread vehicle inspections this week at long distance taxi ranks, conducted by industry stakeholders themselves. The ‘Your Safety, Our Priority’ campaign aims to minimise road accidents associated with the annual end-of-year holiday traffic along the coast. The campaign reflects the taxi sector’s stated commitment to increasing regulatory compliance among its operators, a move facilitated by a new Taxi Cluster Initiative supported by the Cape Chamber and other industry stakeholders including several large private sector companies. 2024 may well be remembered as the year the lights came back on, in more ways than one. After serial disappointments, who would have thought Eskom would this year surprise on the upside, with 257 consecutive load shedding free days at the time of writing – the longest stretch in over five years? And who would have thought we would emerge from a national election with a multi-party Government of National Unity which has, so far, presided over a period of relative economic calm. The consumer price index increased by just 2,8% in October, the lowest since June 2020, while in November the global ratings agency S&P upgraded South Africa’s outlook from stable to positive. For once our list of noteworthy successes has trumped our list of failures, or so it seems as we round off the year with a reasonable score card relative to years gone by. Cape Chamber Summary and Comment on WC Medium Term Budget Policy Statement The 2024 Western Cape Provincial Government MTBPS (Medium Term Budget Policy Statement), tabled together with the Provincial Government’s 2024/25 Adjustment Estimates and the Municipal Economic Review and Outlook (one for each of the five districts and one for the Metro), was tabled on the 26 November 2024. These collectively offer an overview of the Provincial Government’s estimated fiscal challenges, steps to either overcome or ameliorate these, a subregional and provincial socio-economic picture, and the policy goals that the Provincial Government intends to pursue over the next medium term. It cites five main objectives of the GNU formation: inclusive economic growth; job creation; reduction of poverty; ameliorating the cost of living; and building an ethical, capable and developmental state. It laments the carry-through effect to the tune of R8,4 billion from austerity cuts to the equitable share transfers by the National Government in the 2021 and 2024 Medium Term Expenditure Framework (MTEF) years. The Cape Chamber held their 2024 AGM last week, where the Chamber celebrated several of their successes for the year, which included: - Consolidation of a Cape Chamber-led Network of Networks that now represents business with > R1,28 trillion turnover p.a. and > 1,4 m jobs. - Successful lobbying for several economic reforms and interventions related to economic impediments, notably in the logistics and public transport sectors - Establishment of three new business chapters, in Khayelitsha, Mitchells Plain and Philippi, and an overall 134% increase in Chapter participation. - Improved internal and external communications, including a 23% increase in newsletter subscriptions and 127% increase in social media impressions. Government’s current industrial policy is harming manufacturing rather than promoting it, according to the latest hard-hitting report from the Centre for Development and Enterprise (CDE). The report highlights a key policy concern also raised by the Cape Chamber and its private sector partners: that not enough is being done to promote global competitiveness among manufacturers looking to secure export growth. Government’s key focus appears to be protectionist measures such as tariffs which provide short term relief but do little to bolster the fundamental strength of local companies. A fresh policy approach is vital to hopes of reindustrialisation, export growth, and job creation, the CDE report says.
