GCC 2015: Commencement of Contract vs Commencement of Works Maybe time for a rethink regarding this contentious issue and the risk of a delay in the issuing of the Construction Work Permit? Most Contractors, as I understand it, will have no problem if the Contract Data provides that the time for achieving Practical Completion only commences from Commencement of Works. This brings certainty to the programme and takes away the risk of delay away from both Parties if there is a delay in the issuing of the Construction Work Permit.
