South Africa’s IPP Office (IPPO), which has overseen public procurement of 7,300 MW of renewable energy since 2011, will now pilot the country’s first Independent Transmission Projects (ITPs) to address the growing transmission infrastructure gap and enable more renewable capacity to connect to the grid. The National Treasury stated that private-sector investment in transmission will be introduced to address an estimated R390 billion infrastructure backlog. A new credit-guarantee instrument, developed in collaboration with the World Bank, aims to de-risk investments for private developers without adding contingent liabilities. South Africa’s Electricity and Energy Minister, Dr Kgosientsho Ramokgopa, announced that the IPP programme has procured 15 432 MW of renewable energy since its inception in 2011. He added that 8 231 MW is currently in the market to be evaluated while 1 897 MW is under construction. Ramokgopa expressed a commitment to prioritise procurement while also acknowledging the ways in which grid capacity constraints are impeding progress. As part of an overarching effort to maintain the programme’s credibility while also improving its structure and efficiency, Ramokgopa said that the pulling of IPP project bid bonds where projects have failed to reach financial close would be necessary.
