As 2024 comes to a close, the ESAWAS regulators association takes this opportunity to reflect on the achievements we have accomplished together through synergies, coordination and collaborations to strengthen water supply and sanitation (WSS) regulation across Africa: 1.The launch of the roving WSS Regulation Training Centre with support from the World Bank saw over 100 sector actors trained to improve the execution of mandates. 2.The 1st Service Provider + Regulator Engagement Platform held in conjunction with African Water and Sanitation Association _ Association Africaine de l'Eau et de l'Assainissement and PASA identified key priorities for consideration in regulatory design and practice and inspired efforts towards continental collaborations. 3. Data Consultative meetings with DevAfrique outlined WSS sector needs and requirements, emphasizing the importance of data-driven sector systems. 4. Strengthening the role of the Regulator in the Sector Financing Framework in collaboration with the African Development Bank Group as a resounding call to attracting increased investment to the sector 5. Six CWIS Regulatory Journeys published in partnership with UNICEF, World Health Organization, and Water & Sanitation for the Urban Poor (WSUP), providing insights to advance urban sanitation regulation. 6.The 3rd Africa WSS Regulators Conference held with support of the African Development Bank Group addressed emergent issues that are applying pressure on service delivery in the form of shocks and stresses including climate change effects. 7. The development of a Regulatory Framework for Rural WSS and Small Water Supplies in other contexts was initiated as a joint working group of partners with expected completion by April 2025. 8.Development of regulatory tools and mechanisms for effective regulation included the Service Resilience and Emergency Preparedness tool to be completed by March 2025, Digital Benchmarking tool nearing completion, and Data Systems Maturity Assessment tool completed and under implementation. 9. A Regulatory Exchange Visit to Peru under the auspices of ADERASA asociación de reguladores and @SUNASS cemented a commitment for South-to-South regulatory exchanges in areas of mutual interest. 10. The ESAWAS Engage Platform and Newsletter kept all our stakeholders abreast with developments. ESAWAS is a firm believer in the saying 'If you want to go far, go together' Thank you for your support, collaboration, and commitment throughout the year. We look forward to achieving even greater milestones together in 2025.

📢 ESAWAS is pleased to announce the release of its 5th #StrategicPlan for the period 2025-2027 #StrategicPlan as approved by its 18th Annual General Meeting. The Strategic Plan emphasizes ESAWAS core purpose and commitment to galvanize and consolidate efforts towards supporting African countries to develop effective and innovative regulation that is cognizant of the needs of sector actors, particularly service providers, policymakers and consumers. In the 2022-24 Strategic Plan period, ESAWAS implemented a business growth strategy that saw the creation of an External Services Unit (expertise group) for technical assistance and the establishment of a dedicated Africa-based WSS Regulation Training Centre. ESAWAS also begun the expansion of its offerings and membership across the continent as endorsed by 44 African countries and partners at the 2nd Africa WSS Regulator’s Conference in 2023. Our focus over the next 3 years; i) Promote and support effective and efficient WSS Regulation - accelerate uptake of good regulatory practices, tools and instruments ii) Global resource for WSS regulatory knowledge and experiences- strengthen capacity of sector actors to execute mandates iii) Consolidate ESAWAS presence and influence on the African continent and globally - increase visibility and sustainability of ESAWAS and offerings This will require increasing dialogue and consultation at various levels, enhancing capacities to execute mandates, closing data gaps and driving innovation to ensure regulation facilitates WSS sector progress to deliver quality and sustainable services for all. 📢 Development of a Regulatory framework for #ruralWSS and small water supplies initiated under a joint working approach. ESAWAS regulators association in collaboration with partners is seeking to develop a comprehensive framework and strategy for regulation of rural water supply and sanitation (WSS) and small water supplies in other contexts. This will serve as a guidance document for countries across Africa to professionalise the operations and management of rural WSS and small water supplies under formalised governance and regulatory arrangements in order to raise the management, quality, sustainability, inclusion and resilience of WSS service delivery. Rural areas appear to be underserved both in terms of access to WSS and the level of services provided. However, in recent years, rural WSS services are seeing a shift from mere hardware provision, towards a greater level of professionalization. Recognising the significant contribution of small water supplies in achieving universal access to safely managed drinking water and public health in general, there is need for appropriate accountability mechanisms to ensure that services meet acceptable and enforceable performance standards. The regulatory framework for #ruralWSS and small water supplies is being developed with oversight of a joint working group comprising World Health Organization, African Water and Sanitation Association _ Association Africaine de l'Eau et de l'Assainissement, African Ministers' Council on Water (AMCOW), Water & Sanitation for the Urban Poor (WSUP), African Forum for Utility Regulators, UNICEF, WaterAid, Water Integrity Network (WIN), Uptime and 8 regulators. World Toilet Day 2024 theme "Toilets: A Place for Peace "shows how sustainable sanitation is essential for a healthy and stable society. Water Supply and Sanitation Regulators are making strides to advance safely managed sanitation. ‘A toilet should be a secure, hygienic and private place where people can relieve themselves in dignity and safety and it should be connected to a safely managed sanitation system to properly dispose of waste.” UN-Water In East and Southern Africa, for example, WSS Regulators have incorporated non-sewered (onsite sanitation and Fecal sludge management) sanitation into utility mandates that previously only focused on sewerage. Further, the regulators are defining acceptable technology options and service quality standards that further dignify sanitation modes and underscore ‘Toilets as a place for peace’. Durante el encuentro, ADERASA expuso el funcionamiento de la asociación y compartió los avances de sus investigaciones en los países de América Latina y el Caribe, así como las buenas prácticas orientadas a lograr una regulación más efectiva y sostenible en el sector de agua y saneamiento. ✅ La delegación de ESAWAS estuvo liderada por Yvonne Magawa, Secretaria Ejecutiva, junto con siete reguladores provenientes de Angola, Tanzania, Kenia, Lesoto, Burundi, Zambia y Mozambique. ✅Por parte de ADERASA, expusieron Mauro Orlando Gutiérrez Martínez, presidente; Sandro A. Huamaní Antonio, Gretel Castañeda, Alberto Altamura y German A. Rojas-Varela, coordinadores de los grupos de trabajo de ADERASA. También estuvieron presentes de manera virtual el directorio y miembros de la asociación, como: Cristina Muñoz (Paraguay), Sandra Rogriduez (Uruguay), Juan Carlos Fuentes (Honduras), y Guillermo Ibarra Prado (Colombia). Ambas organizaciones compartieron metas comunes orientadas al fortalecimiento de la gobernanza del agua. 𝗘𝗦𝗔𝗪𝗔𝗦 𝗦𝘁𝗿𝗮𝘁𝗲𝗴𝗶𝗰 𝗮𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝘁 𝘁𝗼𝗼𝗹 𝗳𝗼𝗿 #𝗿𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲, #𝗶𝗻𝗰𝗹𝘂𝘀𝗶𝘃𝗲𝗻𝗲𝘀𝘀, 𝗮𝗻𝗱 #𝗲𝗺𝗲𝗿𝗴𝗲𝗻𝗰𝘆𝗽𝗿𝗲𝗽𝗮𝗿𝗲𝗱𝗻𝗲𝘀𝘀 𝗶𝗻 #𝘄𝗮𝘁𝗲𝗿𝘀𝘂𝗽𝗽𝗹𝘆 𝗮𝗻𝗱 #𝘀𝗮𝗻𝗶𝘁𝗮𝘁𝗶𝗼𝗻 (𝗪𝗦𝗦) 𝘀𝗲𝗿𝘃𝗶𝗰𝗲𝘀 𝘂𝗻𝗱𝗲𝗿 𝗱𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 Emergent sector shocks and stresses are impacting WSS service provision and risking regression in improvements made over the years. These include climate change impacts (flooding, droughts etc), economic crises, pandemics, population migration and other unplanned events. Aging and limited infrastructure places further burdens on existing service capacity to meet demands. The poor, vulnerable and marginalized are particularly at increased risk of compounded inequalities in access and harm from externalities. Unfortunately, the majority of Utilities are largely unprepared and ill-equipped to mitigate or respond to such events. Strengthening WSS Utilities is key to building broad resilience for all sectors of society. Promoting and fostering inclusion, resilience and emergency preparedness in WSS service provision has become a key focus for regulators in view of the negative impact of increased uncertainties on the status and progress of WSS services. ESAWAS has thus undertaken to develop a strategic assessment tool that addresses: • 𝗘𝗮𝗿𝗹𝘆 𝗿𝗲𝗰𝗼𝘃𝗲𝗿𝘆 𝗽𝗿𝗼𝗴𝗿𝗮𝗺𝗺𝗶𝗻𝗴 - support utilities impacted by crises to protect, communicate and restore basic systems and service delivery. • 𝗥𝗶𝘀𝗸 𝗿𝗲𝗱𝘂𝗰𝘁𝗶𝗼𝗻 - prevention of new disaster risk, reduction of existing risk, including mitigating impacts, and management of residual risk, which contributes to strengthening resilience. • 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲 - the ability of people, infrastructure, operations and systems to mitigate, adapt to, and recover from shocks and stresses in a manner that reduces chronic vulnerability and facilitates inclusive growth. The tool (to be ready by March 2025) is being designed to be able to inform the status of service resilience and emergency preparedness amongst WSS utilities and the actions that need to be taken to enhance resilience across the sector. #ClimateAction #ResilientWSS
