The People’s Action for Accountability and Good Governance in Zambia (PAAGZ) is an emerging independent and not-for-profit enterprise working on governance and accountability processes. The organisation was founded on the belief that public sector performance is particularly important to the country’s poorest people, who rely disproportionately on government services, and improved service delivery in addressing high poverty and inequality levels. PAAGZ is coordinated a passionate, multi-skilled and accomplished board members and foot soldiers. We believe social accountability and good governance are critical in reducing poverty and the ever widening inequality gap in Zambia.

  • Chongwe CDF Project| Chongwe Municipal Council | Diakonia Zambia Country Office CDF Grant Eligibility Criteria!   • Chongwe CDF Project| Chongwe Municipal Council | Diakonia Zambia Country Office DID YOU KNOW? CDF 4 YOU! 1. The Constituency Development Fund (CDF) provides Secondary Boarding School Bursaries and Skills Development Bursaries to eligible individuals. 2. Applications are invited by the end of February each year, with bursaries implemented in the following year. 3. Application forms are free of charge and can be collected from Local Authorities, Parliamentary Constituency Offices, or District Education Board Offices. 4. For Secondary Boarding School Bursaries, learners must be enrolled in a public boarding school and meet eligibility criteria such as being from a vulnerable household or having a disability. 5. Learners accommodated in nearby villages due to inability to pay boarding fees are also eligible. 6. For Skills Development Bursaries, applicants must be Zambian citizens, aged 16-35, and have an acceptance letter from a public TEVET institution or the Zambia National Service. 7. Both bursary types require applications to be accompanied by Ward Development Committee (WDC) meeting minutes and a signed form. 8. Priority is given to children with special needs, learners in STEM or technical schools, and vulnerable households. 9. Entrepreneurs who need up-skilling and re-skilling can also apply for Skills Development Bursaries. Did you know the Constituency Development Fund (CDF) is here to empower YOU and your community? From grants and loans to bursaries and community projects, there’s something for everyone! Let’s learn about the Constituency Development Fund (CDF) together! What is CDF? The Constituency Development Fund (CDF) is a policy tool that channels public money to benefit local communities. It was introduced in Zambia in 1995 to fund micro-community development projects. Top 12 CDF Facts Annual Allocation- As of the 2025 National Budget, each constituency receives K36.1 million annually. Access for All- CDF is accessible to anyone in Zambia, regardless of location, through your local Ward Development Committee (WDC). Empowering Entrepreneurs Grants- Youths and women in business (or those looking to start) can apply for Grants of up to K40,000. Loans- Entrepreneurs can access Loans of up to K200,000. Where to Apply Visit your Ward Development Committee premises or Constituency Office (e.g., Chongwe Parliamentary Office) to access application forms for Loans, Grants, Bursaries, and more. Scope of CDF 60%- Community-led Projects (5% reserved for disaster contingency). 20%- Youth and Women Empowerment (40% for grants, 60% for loans). 20%- Secondary School (Boarding) & Skills Development Bursaries. CDF Legal Framework: Governed by- The Constitution of Zambia (Article 162). The Local Government Act 2023. The CDF Act No. 1 of 2024 (replacing the 2018 Act). Administrative Costs- Only 5% of the total CDF is allocated for administration to ensure accountability and proper management. Education & Skills Support- Bursaries are available for secondary school boarding and skills development training under CDF.
