About us
The Zambia Development Agency (ZDA) is Zambia’s premier economic development Agency with a multifaceted mandate of promoting and facilitating trade, investment and enterprise development in the country. The Agency is also responsible for building and enhancing the country’s investment profile for increased capital inflows, capital formation, employment creation and growth of the Medium Small and Micro Enterprise (MSME) Sector. ZDA, a quasi-government institution under the Ministry of Commerce, Trade and Industry was established under the ZDA Act No. 11 of 2006. It became operational in 2007, after the amalgamation of five statutory bodies namely; Zambia Investment Centre, Zambia Privatization Agency, Export Board of Zambia , Small Enterprise Development Board and the Zambia Export Processing Zones Authority. Government amalgamated the five statutory bodies in a bid to foster synergies that would accelerate economic development and achieve sustained exponential growth. The other reason was to improve efficiency in the delivery of business development services under a one stop shop concept aimed at reducing the cost of doing business. The one stop shop concept would also make it easy to do business thereby enhancing business competitiveness.

The Zambia Development Agency, in its quest to actualise committed investments, engaged with China Datang to handhold them in the actualization of several MOUs signed with ZESCO during the visit to the Forum on China Africa Cooperation (FOCAC) in China by His Excellency Mr. Hakainde Hichilema, President of the Republic of Zambia. Director General Albert Halwampa highlighted various incentives under the Investment, Trade, and Business Development (ITBD) Act, including the robust Investment Promotion and Protection Agreement (IPPA), and other legislations. He outlined the benefits of registering with ZDA. China Datang and ZESCO already have a collaborative framework agreement to develop energy projects across Zambia to counter the power deficit. The specific MoUs signed during the FOCAC included an MOU for a 200 MW renewable energy project. Last month, they expanded their commitment with another MoU for an additional 1.0 GW, bringing the total to 1.2 GW. The first 200 MW project solar plant will be located in Itezhi Tezhi, Choma, and Kasama. The 1.0 GW project will feature a mix of solar and wind energy, with details still being finalized. ZDA and China De Jin Xin Limited Sign IPPA for US$170 Million Cement Plant The Zambia Development Agency (ZDA) recently signed an Investment Promotion and Protection Agreement (IPPA) with China De Jin Xin Limited for construction of a US$170 million cement plant in Chilanga District. At the signing ceremony, ZDA Director General Albert Halwampa expressed satisfaction with project under which has already invested over US$70 million with more than 500 jobs created during the construction phase. Mr. Halwampa assured the investor of the Agency’s continued support, including aftercare services, resolving bottlenecks, and guiding them throughout their investment journey. He encouraged the company to cater to both local and international markets, highlighting Zambia’s strategic position as a regional trade and investment hub. Mr. Halwampa highlighted the unprecedented inflow of investments, attributing it to the country’s good leadership and clear vision for promoting trade and investment. He also emphasized Zambia’s peaceful environment and predictable policies, which are attractive to investors. He urged the investors to continue and expand their investment, given the conducive investment climate. China De Jin Xin Limited’s Executive Director, Mr. Zhao Jianbao, revealed that the company is investing US$170 million in the cement manufacturing plant, which will create 1,000 jobs during construction and 500 permanent jobs once operational. He praised the government for the favourable investment environment and the IPPA, which reassures them of the safety of their investment. Mr. Jianbao also thanked the ZDA and other government departments for their support. The IPPA was signed on Friday, November 16, 2024, at the cement plant site in Chilanga. Kenya - Zambia Host Trade Expo in Lusaka The Zambia Development Agency is participating in the Kenya-Zambia Trade Expo hosted by the Kenya National Chamber of Commerce and Industry (KNCCI) and the Zambia Chamber of Commerce and Industry (ZACCI). Minister of Commerce, Trade, and Industry, Hon. Chipoka Mulenga officially opened the event which emanated from a meeting between the two Heads of State for Zambia and Kenya at the 24th Common Market for Eastern and Southern Africa (COMESA) Summit in October 2024. Hon Mulenga, represented by the Permanent Secretary of the Minister of Commerce, Trade, and Industry Ms. Lillian Bwalya, highlighted key trade statistics between the two nations. These included agricultural products namely soybeans, corn and raw sugar valued at about US$51.7 million based on 2022 statistics. While Kenya’s major exports to Zambia include margarine valued at USD 5.61 million, processed tobacco at USD 5.2 million, and raw plastic at USD 3.29 million. Meanwhile, Mrs. Christabel N. Reinke, the Vice President of the Zambia Chamber of Commerce and Industry (ZACCI), underscored the growing recognition of intra-Africa trade and cooperation as key drivers of economic growth and development across the continent. Mrs Reinke emphasized that the Kenya-Zambia Forum was an important platform to strengthen and build enduring partnerships between the two nations. Notables at the event were the Zambian High Commissioner to Kenya H.E. Alfred Musemuna and Kenyan High Commissioner to Zambia H.E. Lilian Tomitom and Dr. Erick Rutto, President of the Kenya National Chamber of Commerce and Industry. ZDA Engages Stakeholders in Northwestern Province The Zambia Development Agency (ZDA) recently visited stakeholders in Northwestern Province to announce the opening of its new office in the region. The ZDA office, which opened on August 1, 2024, is located at the Solwezi Business Regulatory Center within the Solwezi Municipal Council Building. The delegation, led by Director of Business Development Mr. Gabriel Musentekwa, included Regional Coordinator Mr. Andrew Hachibe and Business Development Officer Ms. Jedidah Kangungu. The team met with both government and private sector stakeholders, including the Northwestern Provincial Administration Office, the Ministry of Labour, the Office of the Mayor of Solwezi District, the Angolan Embassy, the National Pension Scheme Authority (NAPSA), the Northwestern Regional Immigration Offices, the Zambia Revenue Authority (ZRA), the Zambia Environmental Management Agency (ZEMA), the Consumer Competition and Protection Commission (CCPC), the Citizen Economic Empowerment Commission (CEEC), the Zambia Compulsory Standards Agency (ZCSA), the Workers Compensation Fund Control Board, and the Northwestern Chamber of Commerce and Industry. These courtesy calls fostered renewed opportunities for partnerships and strengthened relationships with key stakeholders, paving the way for future collaboration in promoting investment, trade, and business development in the province.

The Zambia Development Agency (ZDA) participated in the Scenario-Based Smart Photovoltaic (PV) Summit themed “Lighting Up a Greener Zambia” on November 15, 2024, in Lusaka. Zambia and Eswatini Sign MoU to Expand Investment and Trade Relations Lusaka, 14th November 2024 - The Zambia Development Agency (ZDA) and the Eswatini Investment Promotion Authority (EIPA) have signed a Memorandum of Understanding (MoU) to develop stronger business relations. The agreement further sets forth the procedures of cooperation for the expansion of investment and trade relations between Eswatini and Zambia, strengthening institutional relations and capacity building through mutual cooperation. The areas of cooperation include among others investment, trade promotion and facilitation, exchange of information on trade, investments, incentives, policies, regulations and investment opportunities. The two institutions will also encourage and support the exchange of technical expertise, knowledge and training opportunities, facilitate linkages of exporters from each other’s country to buyers in the local markets and encourage linkages and partnerships between SMEs from both countries. In addition, ZDA and EIPA will work together in organising business missions related to trade and investment, participate in exhibitions, meetings and conferences and cooperate in implementing a sustainable strategy for a variety of capacity-building and development activities of common interest. Speaking during the MoU signing, ZDA Board chairperson Biemba Maliti urged the two parties to come up with a clear strategy to implement the memorandum of understanding. Professor Maliti stated that ZDA and EIPA need to work together to promote investment and skill transfer for the development of key economic sectors in both countries. He noted that both countries are endowed differently and working together could help grow the industries in both countries. “We can enhance our bilateral trade agreements to provide better incentives for private sector engagement through initiatives such as investment summits, trade missions, and establishing clear guidelines for cross-border investments will help attract mutual investment,” he said. Meanwhile, ZDA Director General Albert Halwampa was resolved that the signing of the MoU is a symbol of commitment to strengthen efforts to improve trade and investments between the two countries and the region. He expressed commitment to execute the Memorandum of understanding for the mutual benefit of the two nations. EIPA Board Chairperson Theo Hlophe said the MoU signing was a great millstone for both countries and urged that the emphasis of the interactions should be country to country and not Agency to Agency. Mr. Hlophe stated that the two countries should take advantage of their geographic location as land-linked countries to trade and invest in each other’s countries. And EIPA Sibani Mngomezulu Chief Executive Officer shared the mandate of the authority and expressed the need for the two institutions to learn from each other and work together for the greatness of the two countries.

ZDA and CEEC Forge Partnership to Empower SME's The Zambia Development Agency (ZDA) and the Citizens Economic Empowerment Commission (CEEC) have signed a Memorandum of Understanding (MoU) to support Small and Medium Enterprises (SMEs). This agreement establishes a formal basis for collaboration in providing financial and non-financial Business Development Services (BDS) to SMEs supported by both organisations. The MoU outlines several key areas where ZDA and CEEC will work together to empower SMEs including identifying and enrolling SMEs that show potential for growth in entrepreneurship development programs designed to equip them with the skills and resources needed to thrive. Speaking at the MoU signing, ZDA Director General Albert Halwampa said the MoU marks a pivotal step in addressing these challenges through the provision of both financial and non-financial support to MSMEs across Zambia. Mr. Halwampa said the agreement will create a formal framework for collaboration that will enable both organizations to complement each other's strengths in providing comprehensive Business Development Services (BDS) to MSMEs. “Together, we will help unlock the full potential of local businesses, which will help them grow into big businesses,” stated Mr. Halwampa. CEEC Director General Dr. Muwe Mungule noted that the partnership represents a significant step towards empowering SMEs and Cooperatives, fostering economic growth and ensuring sustainable development in Zambia. Dr. Mungule said funded SMEs and Cooperatives will be facilitated to establish market linkages with upscale local supermarkets and regional markets such as COMESA which will help them expand their market reach and increase their competitiveness. He highlighted the long-awaited collaboration between the two government agencies, which he described as strategically significant. He added that combining their efforts would lead to more effective outcomes for MSMEs countrywide. The MOU was officially signed at ZDA’s headquarters, by the two Chief Executives of ZDA and CEEC, witnessed by their management.
