The latest figures from the Department for Work and Pensions (DWP) indicate that nearly 126,300 people on Personal Independence Payment (PIP) are due to transfer to Adult Disability Payment (ADP) before the end of next year. People will receive two letters at least three months before the move is due to start, one from Social Security Scotland and one from DWP.
Both letters set out what will happen before, during and after the transfer - claimants will receive another letter after the move has been completed which contains details of their new ADP award. The letter also explains that some people on certain benefits, or those getting help with housing costs or Council Tax, may need to contact the DWP, HM Revenue and Customs (HMRC) or their local council about the move.
Social Security Scotland said this is to ensure they stay in payment. However, this only applies to people receiving Universal Credit, Tax Credits, Housing Benefit, a Council Tax Reduction or a Council Tax Exemption.
Who you need to tell about the move
If you get any of the following benefits, you will need to tell each provider about the move. This will make sure that you stay in payment.
- If you get Housing Benefit, Council Tax Reduction or Council Tax Exemption, contact your local council.
- Ií you get Universal Credit, update your Universal Credit account, either sign into your Universal Credit account or call the Universal Credit helpline on 0800 328 5644.
- If you get Working Tax Credit, contact HM Revenue and Customs (HMRC) call them on 0345 300 3900.
If you get other benefits
The letter also clears up any confusion about the impact on other benefits after your PIP award has transferred to ADP.
The move to ADP will not affect any related benefits and services that you may already get from DWP, such as:
- Employment and Support Allowance (ESA)
- Carer's Allowance
- Income Support
- Jobseeker's Allowance
- Pension Credit
If you do experience any payment issues after the move, contact the relevant department as soon as possible.
Below is an overview of the PIP to ADP transfer process for those due to move over the next 18 months.
Moving from PIP to Adult Disability Payment
- DWP will continue to manage your benefit until the move is complete
- DWP will continue to pay you the same rate of PIP
- DWP will not review your PIP
- Social Security Scotland will review your ADP award after the move
During the move
This is by far the most important section on the checklist, so make sure if there are any changes in phone number or bank account, that you tell DWP as soon as possible. Any information you give DWP will be transferred to Social Security Scotland.
- You will still need to tell DWP if there are any new changes to your health, disability, needs
- Tell DWP if your personal details change, such as your address, bank account and home or mobile number - Social Security Scotland may need to call you, so make sure the DWP has the right contact details.
After the move
When the move is complete:
- Social Security Scotland will write to you to tell you that your award has moved to ADP
- Social Security Scotland will tell you how much money you will be paid
