HL7 Electronic Health Records (EHR) Dental Health Functional Profile, Release 1- US Realm
DESCRIPTION
The DHFP Release 1.01 is based on the HL7 Electronic Health Record System Functional Model and Standard (EHR-S FM) Release 2.01, July 2017. The DHFP is intended to inform software developers, users, purchasers, and other interested parties, such as payers and data aggregators, regarding the desired performance of a dental electronic health record software system, whether operating stand-alone or integrated with a medical electronic health record system. The DHFP is an informative technical report intended for use in the United States Realm.

IMPLEMENTATIONS/CASE STUDIES
The DHFP was developed as a joint effort by the HL7 Electronic Health Record Work Group and the American Dental Association (ADA) Standards Committee on Dental Informatics (SCDI) Working Group 11.1 on Standard Clinical Data Architecture. Both HL7 and the ADA SCDI are accredited as voluntary consensus Standards Development Organizations by the American National Standards Institute (ANSI). A signed formal Letter of Agreement regarding joint development is on file with HL7 and the ADA. Participating stakeholders comprised the required representative cross-section of interested parties, including providers, software developers, vendors, government agency representatives, professional organizations, payers, and academics.
DEVELOPMENT BACKGROUND
The EHR-S FM is a list of all functions that COULD be present in EHR systems and criteria for achieving that function. Any given EHR-S will perform one or more functions (i.e., a subset) from the FM list (i.e., the superset), depending on the purpose of the system. The select subset of functions and the criteria for conforming to these functions characterize the EHR-S capabilities and are referred to as a “functional profile.” The DHFP details the “what and why” for the functions and conformance criteria for a dental electronic health record software system. The “how” regarding the manner that such functions are implemented in any particular dental electronic health record software system is left to software developers and vendors. “How” various software vendors implement the functions and conformance criteria in this DHFP will allow for differentiation in the marketplace. Because the DHFP is based on the functions and conformance criteria of the EHR-S FM, this DHFP will serve as a foundation for interoperability among dental electronic record software systems as well as between dental electronic record software systems and medical electronic record software systems
The DHFP represents the culmination of several years of work by participating stakeholders and will replace ANSI/ADA Standard No. 1067-2013 Electronic Dental Record System Standard Functional Requirements, which was developed in harmony with ISO/HL7 10781 Electronic Health Record System Functional Model (EHR-S FM) Release 1.1. Stakeholders participating in this accredited voluntary consensus standards development activity included the required representative cross-section of interested parties, including providers, software developers, vendors, government agency representatives, professional organizations, payers, and academics.
