The GCC Customs Union Authority has issued the first edition of the GCC Integrated Customs Tariff, effective 1 January 2025, unifying tariff codes across member states. This is based on the WCO’ HS 2022 version and aligns with its standards to enhance trade facilitation and compliance. The GCC Integrated Customs Tariff standardizes a 12-digit code system, ensuring consistency in customs procedures and supporting seamless international trade across the region. The Sultanate of Oman has issued Royal Decree No. 70/2024, implementing a 15% Top-Up Tax for Multinational Groups effective from 01 January 2025 by way of Income Inclusion Rule in line with OECD's #PillarTwo framework to combat #BEPS. While the Executive Regulations detailing implementation are still awaited, Multinational Groups need to start evaluating the impact of Top-Up Tax on their businesses in and outside Oman.
