The International Commission on Illumination - also known as the CIE from its French title, the Commission Internationale de l´Eclairage - is devoted to worldwide cooperation and the exchange of information on all matters relating to the science and art of light and lighting, colour and vision, photobiology and image technology. With strong technical, scientific and cultural foundations, the CIE is an independent, non-profit organization that serves member countries on a voluntary basis. Since its inception in 1913, the CIE has become a professional organization and has been accepted as representing the best authority on the subject and as such is recognized by ISO as an international standardisation body.

  • 𝗧𝗵𝗲 𝗕𝗮𝗹𝗸𝗮𝗻𝗟𝗶𝗴𝗵𝘁 𝟮𝟬𝟮𝟰 𝗖𝗼𝗻𝗳𝗲𝗿𝗲𝗻𝗰𝗲 took place on 28-29 November in Istanbul at the Lütfi Kırdar Convention Centre, after a long break due to the pandemic. Hosted by the 𝗖𝗜𝗘 𝗧𝘂𝗿𝗸𝗶𝘀𝗵 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗖𝗼𝗺𝗺𝗶𝘁𝘁𝗲𝗲 𝗼𝗻 𝗜𝗹𝗹𝘂𝗺𝗶𝗻𝗮𝘁𝗶𝗼𝗻 (𝗔𝗧𝗠𝗞), the conference brought together representatives from 9 Balkan countries—Bulgaria, Bosnia-Herzegovina, Croatia, North Macedonia, Romania, Serbia, Slovenia, Turkey, and Greece—along with participants from countries across various continents, including Japan, South Korea, Germany, Austria, Spain, Slovakia, Belarus, and Mexico. Themed "𝗙𝘂𝘁𝘂𝗿𝗲 𝗼𝗳 𝗟𝗶𝗴𝗵𝘁𝗶𝗻𝗴: 𝗘𝗳𝗳𝗶𝗰𝗶𝗲𝗻𝘁 𝗮𝗻𝗱 𝗜𝗻𝘁𝗲𝗹𝗹𝗶𝗴𝗲𝗻𝘁," the conference featured 43 peer-reviewed papers on energy efficiency, digitalization, control techniques, human-centered lighting, and the lighting of cities. Dr. Diana Wernisch, CIE Secretary General, was a guest speaker at the conference opening session, where she delivered a presentation titled "𝗟𝗶𝗴𝗵𝘁 𝗮𝗻𝗱 𝗟𝗶𝗴𝗵𝘁𝗶𝗻𝗴: 𝗥𝗼𝗹𝗲 𝗮𝗻𝗱 𝗦𝘁𝗿𝗮𝘁𝗲𝗴𝘆 𝗼𝗳 𝘁𝗵𝗲 𝗖𝗜𝗘," highlighting the CIE's structure, research strategy, and opportunities for international collaboration. Held alongside the Light + Intelligent Building Fair, the conference benefitted from increased private sector participation and showcased the Turkish lighting industry.     Vienna's Albertina is currently showing Paul Signac's impressionist view on the Golden Horn. This beautiful artwork reminded me of my inspiring stay last week in Istanbul at Balkan Light 2024, hosted by ATMK Komitesi (the CIE NC Turkiye). Held in conjuction with a trade fair, it also offered the unique opportunity to visit some ATMK member companies (Grup Imaj, Beş A Elektronik, İkizler, Bahar, EEC Elektronics, BSI) together with CIE division 6 delegate from NC Turkiye, Prof. Banu Manav.   • 📣 𝗡𝗲𝘄 𝗜𝗻𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗦𝘁𝗮𝗻𝗱𝗮𝗿𝗱 𝗖𝗜𝗘 𝗦 𝟬𝟮𝟳:𝟮𝟬𝟮𝟰: 𝗔 𝗚𝗹𝗼𝗯𝗮𝗹 𝗠𝗶𝗹𝗲𝘀𝘁𝗼𝗻𝗲 𝗶𝗻 𝗔𝘂𝘁𝗼𝗺𝗼𝘁𝗶𝘃𝗲 𝗟𝗶𝗴𝗵𝘁𝗶𝗻𝗴 𝗦𝘁𝗮𝗻𝗱𝗮𝗿𝗱𝘀 Thomas Reiners, Chair of CIE Technical Committee TC2-67 and recently appointed Chairman of GTB Working Group Photometry, has shared the exciting news of the publication of International Standard 𝗖𝗜𝗘 𝗦 𝟬𝟮𝟳:𝟮𝟬𝟮𝟰 “𝗣𝗵𝗼𝘁𝗼𝗺𝗲𝘁𝗿𝘆 𝗼𝗳 𝗿𝗼𝗮𝗱 𝗶𝗹𝗹𝘂𝗺𝗶𝗻𝗮𝘁𝗶𝗼𝗻 𝗱𝗲𝘃𝗶𝗰𝗲𝘀, 𝗹𝗶𝗴𝗵𝘁-𝘀𝗶𝗴𝗻𝗮𝗹𝗹𝗶𝗻𝗴 𝗱𝗲𝘃𝗶𝗰𝗲𝘀 𝗮𝗻𝗱 𝗿𝗲𝘁𝗿𝗼𝗿𝗲𝗳𝗹𝗲𝗰𝘁𝗶𝘃𝗲 𝗱𝗲𝘃𝗶𝗰𝗲𝘀 𝗳𝗼𝗿 𝗿𝗼𝗮𝗱 𝘃𝗲𝗵𝗶𝗰𝗹𝗲𝘀.” This new International Standard represents a major step forward in the photometry of road illumination devices, light-signalling devices, and retroreflective devices for road vehicles. The new standard was prepared by TC2-67, a technical committee comprising members from GTB WG Photometry or individuals from national metrological institutes, technical services and equipment manufacturers. The goal was to create an internationally recognized standard applicable to testing of approved automotive lighting devices. CIE S 027:2024 is the first truly International Standard providing requirements for performing reproducible photometric and colorimetric measurements on road illumination devices, light-signalling devices and retroreflective devices to be used in road vehicles. It also provides guidance on reporting the data and lists major equipment, instrumentation and procedures for recording the properties of approved lighting devices according to requirements specified in corresponding UN regulations. However, the standard can be equally applied for testing according to other national or international standards. Although CIE S 027:2024 focuses on lighting equipment for road vehicles, it can also be used for conformity testing of any lighting equipment, such as navigation lights, airfield lighting, light-signalling equipment for traffic control, or retroreflectors used in public areas. CIE and GTB are exploring opportunities to organize training sessions to support the implementation of this standard in practical settings.   • It is with deep sadness that we announce the passing on November 26, 2024 in Eindhoven, the Netherlands of our esteemed colleague, Ad De Visser. Ad was an integral part of the CIE community, dedicating over 30 years to the organization and leaving a lasting legacy. His contributions spanned several roles, including Director of Division 4 (2007-2014) and Vice President Standards for the 2015–2019 term. He also served as Convenor of ISO/TC 274 from 2015 to 2021, where he led the development of the Partnership Standards Development Organization (PSDO) agreement —a landmark agreement signed in 2019 renewing the relationship between the CIE and ISO. His leadership was instrumental in shaping the 𝘐𝘮𝘱𝘭𝘦𝘮𝘦𝘯𝘵𝘢𝘵𝘪𝘰𝘯 𝘎𝘶𝘪𝘥𝘦 (𝘐𝘎) that governs the collaboration between CIE and ISO/TC 274, laying a strong foundation for future endeavours. Throughout his career, Ad demonstrated unparalleled commitment to advancing the mission of CIE. He developed the 𝘊𝘐𝘌 𝘚𝘵𝘢𝘯𝘥𝘢𝘳𝘥𝘴 𝘚𝘵𝘳𝘢𝘵𝘦𝘨𝘺 𝘢𝘯𝘥 𝘗𝘰𝘭𝘪𝘤𝘺 and the 𝘊𝘐𝘌 𝘗𝘰𝘭𝘪𝘤𝘺 𝘰𝘯 𝘓𝘪𝘢𝘪𝘴𝘰𝘯 𝘸𝘪𝘵𝘩 𝘌𝘹𝘵𝘦𝘳𝘯𝘢𝘭 𝘖𝘳𝘨𝘢𝘯𝘪𝘻𝘢𝘵𝘪𝘰𝘯𝘴, guiding the organization’s direction and reinforcing its global presence. After his ‘retirement’ from the CIE Board of Administration in 2019, Ad remained a member of several task groups, where his painstaking analyses enabled the resolution of several longstanding issues. He was active on the Standing Panel for Policies and Procedures until his final illness. Ad’s distinguished service was recognized with the prestigious 𝘥𝘦 𝘉𝘰𝘦𝘳 𝘎𝘰𝘭𝘥 𝘗𝘪𝘯 𝘈𝘸𝘢𝘳𝘥 𝘧𝘰𝘳 𝘋𝘪𝘴𝘵𝘪𝘯𝘨𝘶𝘪𝘴𝘩𝘦𝘥 𝘚𝘦𝘳𝘷𝘪𝘤𝘦𝘴 𝘵𝘰 𝘊𝘐𝘌 𝘖𝘳𝘨𝘢𝘯𝘪𝘻𝘢𝘵𝘪𝘰𝘯/𝘈𝘥𝘮𝘪𝘯𝘪𝘴𝘵𝘳𝘢𝘵𝘪𝘰𝘯 in 2019. At the time, he said that this award filled him with particular joy because Prof. de Boer had been among his early professors and mentors. Yet, his greatest achievements were the relationships he built and the inspiration he provided to colleagues across the world. We are profoundly grateful for Ad’s dedication, expertise, and commitment to the CIE and to better lighting around the world. He will be deeply missed but fondly remembered by all who had the privilege to work with him. Our thoughts are with his family, friends, and colleagues during this difficult time.

    Balkan Light 2024 is already coming to an end, congratulations and many thanks to the CIE NC from Turkiye, ATMK, and CIE Board Member, Prof. Sermin Onyagil, for organizing this inspiring conference! 43 papers from 17 different countries were presented here which underlines the role this regional academic event has. I am impressed by the thriving community Turkiye has in light and lighting. A unique innovation is that the academic conference Balkan Light 2024 is integrated with the Istanbul Light and Intelligent Buildings Trade Fair - very inspiring!
