Policymakers in the Global North often grapple with the question ‘Should we protect #refugees here or there?’ This poses a significant ethical challenge⚠️ This #WorkingPaper gathers responses from leading scholars around this dilemma, sparked by the publication 'Refugee protection: ‘here’ or ‘there’?' by Alexander Aleinikoff and David Owen 💡 Key inputs: 🔹 Differentiated responsibility: Matthew J. Gibney explores whether approaches dividing obligations between Northern and Southern states could work from a realistic-utopian perspective. 🔹 Beyond 'here' and 'there': Cathryn Costello and Ashwini Vasanthakumar challenge the Global North/South distinction, urging a focus on the real costs of containment and advocating for global solutions to refugee protection. 🔹 The 'protection elsewhere' dilemma: Eleonora Milazzo, PhD critiques non-arrival policies favored by some Global North states, which evade responsibility and leave refugees’ fates uncertain. Data on irregular migration is often limited, outdated and even biased. Today we launch something to help us move forward 👇 In our latest policy brief, we explore the obstacles that hinder the effective collection and use of irregular migration data, how this affects policymakers and other actors, and some potential avenues for strengthening the evidence base. Ultimately, while the increasing availability of data provides hope for more evidence-informed policymaking, it will remain essential to approach data use with care and safeguards. Recognising the limitations of current data and managing data users’ expectations will be critical to efforts to ensure that data serve as a tool for constructive dialogue and effective policy development, rather than a source of misinformation, fearmongering, and human rights violations. 📖 Read the full publication on https://lnkd.in/dfjiNXw7

Featured Publication of the Month 🎯 Political parties that use migration as a rallying piece in their platforms have become more prominent, building on the narrative of increasing irregular migration - but, how fit is the available data on irregular migration for policymaking? A new policy brief suggests there has been no definitive change in the number and share of irregular migrant population in Europe since estimates in 2008. 📌 It highlights the need for policy-makers and policy stakeholders to be more cautious in treating the data used to describe irregular migration trends and populations. 📌 It also flags new developments and innovative methods to estimate the irregular migrant population being tested in the MIrreM - Measuring Irregular Migration project and elsewhere. The study was authored by ICMPD experts Maegan Hendow and Martin Wagner in collaboration with Jill Ahrens, Myriam Cherti, Denis Kierans, Albert Kraler, Arjen Leerkes, Lucy Leon, Alejandra Rodríguez Sánchez, Lalaine Siruno, Jasper Dag Tjaden, and Carlos Vargas Silva. Then our free Spring School might be just for you! 📖 The MIrreM Spring School offers intensive training in the use and interpretation of available data and estimates related to irregular migration. Participants will engage in hands-on courses on: statistical indicators and estimation methods for irregular migration; conceptual discussions about measuring stocks and flows; and defining migrants with irregular status.
