We are really pleased to have partnered with Dams Safety NSW to develop a bespoke industry education package on designing and implementing emergency exercises for those who have declared dam responsibilities. The training is available free through the Dams Safety website and includes guidance on how to design and plan an emergency exercise and incorporates case studies, information from experts and tools to assist dam owners to manage the risk around dam failure. The framework for the training aligns with the national unit of competence on Designing exercises to support a consistency in approach and the quality of the framework provided. We love working on specific learning programs for organisations and at industry level and many thanks in particular to Joshua Clark from our team who worked hard on this program as part of supporting rural communities. USING OPTIONS ANALYSIS TO MANAGE EMERGENCIES...REALLY??? Did you know that #incidentmanagement teams managing #emergencies also use an Options Analysis process when determining strategies. This process is similar in the business world when project managers assess possible options and perform an objective assessment of merits and disadvantages to determine the option that maximises value for money. In an incident management team, the Incident Controller or Planning function/section (if delegated) leads the development of the Options Analysis and relies on substantial input from Operations and Intelligence. The #IncidentActionPlan should be developed using an options analysis that outlines the rationale for adopting the preferred option, considers resources required to execute these strategies and includes an analysis of the likelihood of success, the consequence of failure and the anticipated unavoidable consequences. The #OptionsAnalysis process supports the Incident Controller to make the better decisions on available information, data and intelligence to mitigate risks associated with resolving the incident. Late last week we delivered #PUAOPE025 Manage planning for a complex incident to #EmergencyManagementVictoria (EMV) at the Victorian Emergency Management Institute (VEMI) to students from several agencies/organisations (including Agriculture Victoria, Department of Transport and Planning, Department of Energy, Environment and Climate Action, Country Fire Authority (CFA), Victorian Department of Health, Greater Western Water and South Gippsland Water). At this course students used tools to conduct an Options Analysis to develop strategies for two scenarios (flood and earthquake). They then ran a planning meeting to discuss these options. Students also had the chance to fulfil the role of a #PlanningOfficer and provided a handover briefing (using SMEACS-Q) as part of the summative assessment process👏. On EMV programs we also have Agency Subject Matter Experts (or recognised practitioners) who provide deployment examples, tools, tips, and tricks. We recently worked with a regulatory agency linked to the construction and building industry. This industry has been very much in the media around Australia as a result of the number of building companies closing leaving a significant impact on a diverse range of stakeholders including property owners, trades and even broader communities as unfinished homes maintains pressure on other parts of the rental property market. As we have seen recently in the aged care, gambling and finance sectors, when industries are subject to significant scrutiny the focus quickly turns to the role of regulatory agencies as part of a creating and supporting a productive industry landscape. What did they know about high risk players? (or should they have known?) Were there flags that, if acted upon, could have potentially minimised further community harm? The modern regulatory agency is constantly juggling risk priorities and ever changing operational requirements. The challenge is for agencies to regularly evaluate how they are utilising and maximising (their very limited) resources. Do we have evidence based data that shows we are using the most effective strategies for our sector? “Shout out to Marc Unsworth from EMV for all his efforts as a Subject Matter Expert (SME) during our nationally accredited incident management Public Information Officer (PIO) program last week, conducted face to face @ EMV. The feedback from the participants as well as our facilitators was really positive around how you integrated your experience performing the role to the theory of the program as part of the discussions. We have been working with an agency recently and the issue of stakeholders claiming Legal Professional Privilege (LPP) has arisen in many of their recent investigations. So what is it and how is it navigated? Legal Professional Privilege is a legal principle protecting confidential communications between a lawyer and their client. LPP is also called Client Legal Privilege in the Evidence Act 1995 (NSW) (see 3.10 Privileges) because the privilege and the ability to waive it actually belongs to the client. The confidential communications include giving or receiving legal advice on actual, pending or anticipated legal proceedings. LPP is not limited to court proceedings, it also applies where legislation gives government investigators or inspectors powers to access or require documents and information as part of investigations or enforcement procedures. It can be a confusing area as ambit claims are often made relating to documents that may not have been prepared and communicated in direct response to the current proceedings. Do you need an incident management framework that’s adaptable and scalable? This system is used by the #emergencymanagement sector and non-government organisations across Australasia. We offer both the AIIMS awareness (1 days) and the more detailed AIIMS principles (2 days) via a number of delivery options such as; Face to face; Virtual; and Self paced. One of our recent clients Queensland Health (QHealth) continues to train their staff throughout the department to build #incidentmanagement #capability and #surgecapacity for staffing their Health Emergency Operations Centre (HEOC) at Metro North Health. Participants came from several health care facilities, hospitals, and departmental business units such as IT. On the last day we used a challenging cryptosporidium outbreak scenario where they used the principles of #AIIMS to manage the incident as the primary agency for biological incidents, manage the departments operations and to support the broader #QueenslandStateDisasterManagement arrangements at all levels (State, District and Local). It is always great to see theory implemented into practice! We ran an AIIMS program for Northern Beaches Council in NSW and our team were discussing the adaptability options for using the AIIMS model in response to a cybersecurity incident. David Griffiths (CISO) really embraced the idea and kept in touch with our facilitator Kathryn Burke as part of looking at the possibilities of using AIIMS processes as part of cyber incident response.
