Our economics story of 2024 is Australia's increasing dependence on government funding to drive job creation and the labour market. Australia's labour market slowed but didn't stall this year. Net job creation was 470,000 in the year to the third quarter, down only a smidge on 2023. However, the source of job creation has changed dramatically. Our analysis shows that about 85% of net job creation last year was ultimately government supported. In the "private market sector" - which accounts for two-thirds of employment - job creation has stalled. Only 67,000 net jobs were created, a tepid 0.6% growth rate. But in its place government-supported employment has surged. The public sector added 185,000 jobs, more than triple the year prior. And the non-market private industries - public admin, health and education - added a further 219,000. In these industries, employment generation is primarily driven by government funding and regulations, rather than conditions in the market. Together, they accounted for 85% of the new jobs. This dependence on government to drive job creation is worrying. The government-supported industries account for only a third of the labour market, but are currently generating almost all the jobs. And with the fiscal position of the federal and many state governments now under strain, it is questionable whether this rate of hiring can continue for much longer. Given the weakeness in the private sector we could be facing a much more difficult period ahead. As Innes Willox argued following yesterday's MYEFO: "The inexorable increase in government spending on public servants and social programs is destroying the national bottom line. No solutions are being offered to wind in the flagged growing structural deficits with debt expected to hit $1 trillion in 2025/26." Australia’s #apprenticeship system is due for an overhaul to create the workforce of the future, leaders said at an Australian Industry Group (Ai Group) webinar last week. While this work-based learning model system has been serving industry as a powerful structure for knowledge and skills transfer for some time, now is the time to hone its successful features and extend it across more industries and qualification types to benefit more employers, learners and the economy. Ai Group Centre for Education and Training Executive Director Dr Caroline Smith explored the topic with Ai Group Chief Executive Innes Willox and The Honourable Justice Iain Ross, who has been leading the Strategic Review of the Australian Apprenticeships Incentive System, along with Lisa Paul AO PSM. Australia’s first #HigherDegreeApprenticeship program, developed in partnership with the Australian Industry Group (Ai Group), has been nominated for an esteemed award. #SouthAustralia’s Software Engineering Degree Apprenticeship is a finalist in the Future Builder Award category of Universities Australia’s Shaping Australia Awards. It was developed through partnership between the Ai Group Centre for Education and Training, the University of South Australia and industry partners including BAE Systems Australia. Ai Group CET Executive Director Caroline Smith said the nomination was a credit to everyone involved. The Shaping Australia Awards recognise 15 finalists across three categories. Two winners per category will be awarded – one selected by the Australian public through a People’s Choice voting system and one chosen by a panel of eminent Australians. “If someone told me when I joined Australian Industry Group (Ai Group) that we would one day help get a robot to the moon, I would have laughed at them, but that’s exactly what’s happened,” Ai Group Chief Executive Innes Willox said today. “Our congratulations to the ELO2 Consortium, led by Ai Group member EPE. Trusted To Protect Oceania and Lunar Outpost Oceania, which was today awarded the $42 million Australian Space Agency project to design and construct the first Australian-made lunar rover, which will be controlled from a remote operations centre in Australia.” Ai Group’s Corporate and Commercial Legal team, led by SUSIE REECE JONES and Rhiannon Willis, have provided legal support to launch the rover — or “Roo-ver”, as it is known. “The mission has taken two years so far to deliver a preliminary design,” Mr Willox said. “EPE Oceania has worked with technical and design partners from each state and territory, with 10 Australian universities contributing and, of course, NASA in the United States. “Roo-ver will be a true exemplar of Australian industry and research collaboration.” Roo-ver’s science mission is to better understand the lunar surface and it will also support Australia’s contribution to NASA’s Moon exploration Artemis Program. “It will create (at least) 25 jobs and also proves that Australia has the potential to be a critical part of the space age, which sews the seeds of an exciting future workforce,” Mr Willox said. #AiGroup #HereForBusiness #MemberEngagement
