Role Overview

As the General Manager of Risk & Finance, you will be a part of the Executive Team, reporting directly to the CEO and feeding into a Subcommittee. You will be responsible for ensuring that appropriate financial, risk and legal systems are in place and being adhered to, overseeing the yearly audit, as well as contributing to organisational decision-making. The key responsibilities of this portfolio can be split out into 2 categories: (1) financial management and (2) legal, risk and compliance.


With respect to the finance portion of the role responsibilities, the position will be responsible for:

● Liaising with the Audit and Risk Management Committee (ARMC) and CEO to ensure the organisation is meeting accounting and financial obligations;

● Working with relevant staff and volunteers to ensure that Oaktree meets its annual financial reporting obligations, including overseeing the yearly audit process, and that financial accounts are correctly reviewed and maintained;

● Submitting BAS and IAS to the ATO in a timely manner before due dates;

● Providing the CEO with monthly financial reports for relevant board meetings;

● Administering and running payroll; and

● Leading and supporting the upskilling of a team of finance volunteers on all of the above tasks.


With respect to the legal, risk and compliance portion of the role responsibilities, the position will be responsible for:

● Ensuring the organisation complies with all relevant laws and regulations & measures/mitigates key risks. This includes ensuring ACNC and fundraising licence obligations and registrations are met, maintaining the organisation’s DGR status, and ensuring ACFID membership and Code of Conduct requirements are met;

● Working with the CEO to monitor the ongoing financial sustainability and resilience of the organisation;

● Renewing all organisational insurance policies every year;

● Working with the Oaktree Audit and Risk Management to continually review and update the organisational risk register, risk appetite statement, and risk evaluation matrices.

● Conducting child safeguarding and policy training for all volunteers and partners. This includes holding up to date records of such training;

● Maintaining a record of all staff and volunteer Working with Children Checks (WWCCs)


ESSENTIAL

● Has a strong understanding of auditing and accounting practices.

● Has or is studying accounting.


IDEAL CANDIDATE

● Has experience working in a similar role, or in a similar capacity with another organisation in Australia, or possess other experiences that demonstrate your capacity to be accountable for an organisation's finances;

● Has experience reporting to the ACNC and working with ACFID (desirable, but not essential).

● Is resilient and has high emotional intelligence;

● Has strong attention to detail;

● Takes initiative to improve processes;

● Is always willing to learn and improve;

● Can work collaboratively within a volunteer model;

● Is an experienced leader, or are very eager to learn and take on feedback to improve your leadership skills; and

● Can relate to and work with a team of young people who are eager to learn new skills and experiences. REQUIREMENTS At all times, Oaktree Staff must;

● Support and demonstrate Oaktree’s values;

● Act in accordance with Oaktree’s Code of Conduct and all organisational policies and procedures;

● Hold a valid Working with Children Check; and

● Hold a valid Police Check. RELATIONSHIPS Internal: CEO, Program Coordinator, Oaktree Volunteers & Committees, (at times) Oaktree Board of Directors. External: External Accountants, External Auditors, Australian Charities and Not-for-profits Commission (ACNC), Australian Council for International Development (ACFID) and other legal, risk and compliance bodies.

Rate: Dependent on experience and qualifications.
