ICLEI South Asia conducted a two-day hands-on training for Dhaka North City Corporation (DNCC) officials on November 27–28, 2024, focusing on developing a Climate Action Plan (CAP) for the city. The training provided detailed demonstrations on conducting a Climate Risk and Vulnerability Assessment (CRVA), developing Greenhouse Gas (GHG) emission inventories, and formulating climate adaptation and mitigation strategies at the city level. This training marked a significant step forward, outlining actionable outcomes to support the implementation of DNCC’s CAP, which was developed with technical support from ICLEI South Asia and officially launched on 12 May, 2024. Discussions also emphasized the importance of reporting CAP implementation outputs at both local and global levels. Furthermore, the training highlighted how DNCC can contribute to the national government’s reporting in the upcoming Nationally Determined Contribution 3 (NDC 3) next year. ICLEI South Asia - Bangladesh is the country office of ICLEI South Asia, located in Dhaka, Bangladesh and has been operational since 2018, with the project offices being located in the cities of Dhaka and Narayanganj. However, ICLEI South Asia has had a presence in Bangladesh since 2010, and is now a network of more than 12 local and regional governments. The Bangladesh office brings its varied capacity to support national and sub-national governments in initiatives related to sustainable development, climate mitigation and adaptation, climate risk and vulnerability assessment, municipal service delivery and waste management, besides integrated water resource planning, sustainable urban transport, climate finance, knowledge dissemination, and training and capacity building. ICLEI's pathways and approach: ICLEI engages at the local to global levels, shaping policy and sparking action to transform urban environments worldwide. We build connections across levels of government, sectors and stakeholder groups, sparking city-to-city, city-to-region, local-to-global and local-to-national connections. By linking subnational, national and global actors, policies, commitments and actions, ICLEI strengthens action at all levels, in support of sustainable urban development. At the subnational level, ICLEI drives change along five interconnected pathways: 1. Low emission development pathway 2. Nature-based development pathway 3. Circular development pathway 4. Resilient development pathway 5. Equitable and people-centered development pathway That cut across sectors and jurisdictional boundaries. This design enables local and regional governments to think and design solutions in a holistic and integrated way, creating change across entire urban systems.

ICLEI South Asia, in collaboration with Lalmonirhat Municipality and the Municipal Association of Bangladesh, organized a stakeholder consultation workshop in Lalmonirhat Municipality under the CDKN Phase 3 project. The workshop held on 13 November 2024, brought together participants from diverse professional backgrounds, including administration, planning, agriculture, community leaders, and a journalist, to engage in developing the Disaster Risk Reduction (DRR) Action Plan for Lalmonirhat City. The discussions and activities focused on addressing climate impacts and disaster-related challenges. Key contributions were made by the Deputy Director of the Department of Agricultural Extension, the Deputy Assistant Director of the Fire Service & Civil Defense, and the Executive Engineer from Northern Electricity Supply Company Ltd. (NESCO), who emphasized the importance of a flexible disaster management system to handle increasing weather-related challenges. Participants validated city and climate profiles, conducted risk assessments, and performed ward-level risk mapping exercises. ICLEI South Asia launched the "Enhancing Local Capacities in Socially Inclusive Resilience in Asia (SIRA)" Project in Bangladesh on 27 October 2024! By emphasizing social inclusion, this project, funded by the UK's FCDO and Canada's IDRC under the CLARE Programme, seeks to improve climate adaptation knowledge among local government officials and climate practitioners. During the launch, 27 stakeholders from diverse public and private organizations emphasized integrating voices from all community groups – particularly marginalized communities – from policy-making to implementing climate adaptation actions. Key insights from the event highlighted challenges that local communities face, such as limited technical and policy knowledge, resource constraints, and a strong need for more inclusive decision-making processes. These critical insights will feed into a Country Needs Assessment to guide targeted training and resource allocation, ultimately helping to build resilient, socially inclusive communities across Bangladesh.
