The Chief of Defence, Airman General Frederik Vansina visited the Belgian Cyber Command. He immersed himself in a scenario in which he played the role of a colonel returning from a mission and resting in a hotel. This scenario was an opportunity to introduce him to some of the techniques used at Belgian Cyber Command, such as extracting data from a mobile phone or a computer. "I am very impressed by this world that you don't know unless you're part of it," said the CHOD. Recently, Belgian Cyber Command's top managers had the opportunity to live a unique experience through a leadership workshop led by a coach-trainer, expert in mental strategies and AI. The aim? To combine introspection, personal development and the latest discoveries in artificial intelligence to help leaders strengthen their stance and impact, while refocusing on the human being at the heart of their practice. This workshop was organised around four themes: ⚡ Perceptions Our perceptions of others and ourselves can be distorted by the way the brain works. Perceptions are a fundamental element of good leadership, which is part of a systemic dimension. ⚡ Intuition and Rationality What can the latest discoveries in artificial intelligence applied to humans tell us about how the brain works? Especially in the context of decision making and the use of intuition? Leadership requires a good balance between intuition (experience) and rationality. Concrete tools have been proposed to maximise this intuition-rationality synergy. ⚡ Time management Being fully present in the action while mastering the art of planning: techniques inspired by high-performance athletes and world leaders have helped us to reinvent time management, a precious resource. ⚡ Intra and inter leadership Our internal state has an impact on our interlocutor. The Belgian Cyber Command and the VSSE (State Security) gave an awareness briefing on the risks of interference and digital espionage to the parliamentarians yesterday. As Francisca Bostyn (VSSE) pointed out, the line between lobbying and interference is sometimes subtle. But she recalled why parliamentarians are an interesting target: they have access to information and policy-making in a whole range of strategic areas such as finance, defence, economy, etc. General Stéphane Dutron (SGRS) emphasized hat intelligence is the first line of defense. He also explained that the SGRS aims to develop an integrated approach to security combining the intelligence, counter-intelligence, security and cyber dimensions. Colonel Pierre Ciparisse (Belgian Cyber Command) explained that 74% of cyberattacks are due to the human factor and he gave some practical advice: ✅ Choose a unique and long password of at least 13 characters ✅ Use a password manager ✅ Use two-factor authentication wherever possible ✅ Adjust social media privacy settings to limit access to personal information and not accept invitations from unknown people ✅ Only use secure messaging apps like Signal or Threema ✅ Do not bring your mobile phone with you to sensitive meetings.

"Il est important que nous mettions nos idées en pratique ; prendre des initiatives est l’une des caractéristiques de la Défense que nous devons continuer d'entretenir. Grâce à votre travail, nous obtenons souvent les résultats souhaités plus rapidement que lorsque nous externalisons des projets. De plus, vos projets ont permis de réaliser des économies budgétaires considérables." The course allowed better understanding of the intersection between cyber and hybrid threats/attacks, but also facilitated networking and intellectual cross-fertilization opportunities among the participants. The results were very satisfying, with the main takeaway being the importance of EU and NATO as relevant international organizations and strong alliances. Cyber force through partnerships!
𝗧𝗵𝗲 𝗖𝗼𝗻𝘁𝗿𝗶𝗯𝘂𝘁𝗶𝗼𝗻 𝗼𝗳 𝗖𝘆𝗯𝗲𝗿 𝗶𝗻 𝗛𝘆𝗯𝗿𝗶𝗱 𝗖𝗼𝗻𝗳𝗹𝗶𝗰𝘁, 𝟮𝟱-𝟮𝟵 𝗡𝗼𝘃𝗲𝗺𝗯𝗲𝗿 𝟮𝟬𝟮𝟰, 𝗛𝗲𝗹𝘀𝗶𝗻𝗸𝗶, 𝗙𝗶𝗻𝗹𝗮𝗻𝗱 The European Security and Defence College (ESDC) was honoured to collaborate with the European Defence Agency and the The European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE) to deliver this essential cyber training activity. Held in a fully residential format at the Hybrid CoE in Helsinki, Finland, the event provided an excellent platform for in-depth learning and cooperation. The course was designed to explore the key elements of cyber defence and hybrid threats, offering participants a practical opportunity to deepen their understanding through a decision-making exercise. This hands-on approach enabled the audience to analyse and address the complex implications of the intersection between cyber and hybrid threats, attacks, and campaigns. Dr Teija Tiilikainen, Director of the Hybrid CoE, delivered an insightful keynote opening speech to course participants representing around 15 Member States. The EDA and the ESDC commenced the course with welcome remarks, an overview of the programme, and an insightful ‘tour de table’ session. The 26 participants represented a diverse group of high-ranking civilian, military, law enforcement, and diplomatic personnel from EU Member States, national authorities, EU institutions, delegations, and various other EU bodies. This intensive five-day course, part of the ESDC EAB.Cyber configuration, offered a dynamic blend of working group sessions and table-top exercises. Participants engaged with case studies in a multi-turn adversarial contest and explored scenarios within a high-level synthetic context, fostering practical insights into the complexities of cyber threats. In addition to the hands-on learning, the course provided invaluable networking opportunities. Attendees exchanged views and perspectives with peers and leading professionals in the cybersecurity field, promoting intellectual exchange and connecting communities that might not regularly interact. The ESDC extends its sincere gratitude to the course directors from the EDA and the Hybrid CoE for their exceptional organisation of the course. Special thanks also go to the speakers and experts from the European External Action Service, Hybrid CoE, NATO Cooperative Cyber Defence Centre of Excellence (CCDCoE), Cyber and Information Domain Coordination Centre (EU-CIDCC), and Vedette, whose contributions greatly enriched the course.
