Business ACP exists within the framework of the ACP-EU Joint Platform for Private Sector Development.
About us
Business ACP (B-ACP) started its operations in February 2018. It was established to support the Joint ACP-EU Platform on Private Sector Development (PSD) and the Secretariat of the Organisation of African, Caribbean and Pacific States (OACPS) towards the implementation of the Joint Cooperation Framework for PSD support in ACP countries (Joint PSD framework) adopted by the ACP-EU Council of Ministers in June 2014. The Facility was tasked to back the OACPS Secretariat in implementing its ACP PSD Strategy and its accompanying multiannual indicative programme. Regarding PSD and investment, the latter ambitioned to: • Support business-friendly and inclusive national and regional policies, while strengthening productive capacities and value chains; • Increase financial inclusion; • Increase access to finance for enterprises, in particular, SMEs; • Promote ACP-EU PSD knowledge management. An envelope of some EUR 600M under the 11th European Development Fund to operationalise the Joint PSD Framework and the ACP PSD Strategy. This translated in a portfolio of some 20 Intra-ACP PSD Programmes designed to meet the above objectives. Those programmes are essentially implemented by international organisations (e.g. UNIDO, World Bank, ITC, UNCDF), but also by bilateral European development agencies (e.g. AFD, ENABEL, GIZ). In its support activities, the two major work strands of Business ACP are: • Monitoring of and reporting on the intra-ACP PSD programmes; and • Management and dissemination of knowledge developed under those programmes and other OACPS-related PSD programmes, including contributing to their visibility.

🚩OACPS Position Paper on Critical Raw Materials The OACPS Position Paper on Critical Raw Materials (CRMs) outlines a bold strategy to leverage its Member States’ vast reserves of resources such as copper, cobalt, nickel, and lithium to drive job creation, capture greater value, advance industrialisation, and ultimately, secure sustainable development. As global demand for CRMs surges, the OACPS is championing policies to strengthen domestic and regional supply chains, develop skills partnerships and training, and attract investment in renewable energy. By prioritising local value addition and industrialisation, the OACPS aims to escape the serial clutch of commodity dependence by unlocking new opportunities for long-term prosperity. This strategic approach not only boosts economic prospects of our member states but also enhances the Group’s geopolitical capital, thereby positioning the OACPS to secure better trade deals and shape the global market. The OACPS Position Paper recognises that critical raw materials should not be reduced to products but should rather be viewed as value chains.
