📣Ursula von der Leyen has secured her second term as President of the European Commission! A leading force behind the inception and adoption of the Green Deal, her first tenure saw CCS come to forefront of the debate on how to decarbonise Europe's industry, with landmark initiatives like the ICMS and NZIA sending a clear signal of support for these technologies. A good start, no doubt, but the second VdL Commission has a lot of work to make sure that these commitments are realized. To ensure CCS can play its role in achieving carbon neutrality by 2050, the Commission has to focus on: 🤝Facilitating cross-border collaboration, especially for CO2 transport infrastructure. 📄Developing efficient permitting procedures for CCS throughout the EU 🌍Engaging in discussions with like-minded third countries to expand CO2 storage capacity 🚦Ensuring that there is no divergence between between Member States policy 👮♀️Guaranteeing the full implementation of EU law regarding CCS in all Member States 👩🏫Bolstering public support for CCS technologies. Quite the job! This is precisely why CCS Europe is calling a CCS Envoy. A political leader within the Commission can give CCS the focus it requires and deserves if it is to reach its full potential. The European Commission just gave the green light to a €2.3 billion Finnish State aid scheme aimed at reducing industrial emissions - and carbon capture and storage is part of the plan. Why does this matter? Because CCS tech is one of the best ways to cut emissions from hard-to-abate industries (think steel, cement, chemicals). The European Parliament’s new resolution on energy-intensive industries—debated today at the ITRE committee—ticks a lot of boxes. It talks about better funding for net-zero technologies, scaling up initiatives like the carbon contracts for difference, and pushing green public procurement. But here’s the problem: It’s non-binding, light on details, and barely acknowledges how essential CCS is for industrial decarbonisation. If we’re serious about net-zero, we need stronger commitments, not just well-intentioned statements. More funding, clearer regulations, and faster deployment—that’s what the sector needs. The European Commission just released its 2025 Work Programme – and CCS is on the line. 🚨Our team analysed it line by line to see how it impacts carbon capture and storage (CCS). Here’s where CCS gets a boost: ✅ Clean Industrial Deal (Q1 2025) → A new framework for industrial decarbonisation. CCS must be central to it. ✅ Industrial Decarbonisation Accelerator Act (Q4 2025) → A major push for industrial decarbonisation through simplification, investment, and more – but will CCS get the attention (read funding) it needs? ✅ European Climate Law Amendment (Q2 2025) → A 90% emissions reduction target for 2040. Without CCS? Impossible. ✅ Innovation Fund Fitness Check (Q4 2025) → A chance to ensure EU funding actually supports CCS projects. ✅ Multiannual Financial Framework (Q3 2025) → The new EU budget must prioritise CCS for long-term climate goals. 🚨 But here’s what’s missing: 🚫 No CO₂ transport regulatory framework. Without it, cross-border CCS infrastructure won’t happen. 🚫 Competitiveness Fund was left out. Despite being mentioned in the Competitiveness Compass, it’s missing – yet this could be a game-changer for CCS investment. The takeaway? CCS is non-negotiable for Europe’s climate ambitions. One year ago, the European Commission introduced the Industrial Carbon Management strategy. But what has changed since then? The strategy recognised that up to 450 million tonnes of CO₂ will need to be captured annually by 2050. However, in the past year, only one major CCS project in the EU has taken a Final Investment Decision. We need hundreds. CCS Europe has sent a letter to President Ursula von der Leyen to mark the ICM strategy’s one-year anniversary and highlight the lack of progress since its introduction. The letter emphasises that the Commission must provide: ✅ Clearer leadership—who is responsible for CCS? ✅ An EU-wide CCS Action Plan to support Member States ✅ A dedicated CCS envoy to ensure progress ✅ Policy measures to incentivise investment in low-carbon industrial materials Hard-to-abate industries cannot survive without CCS. If the EU is serious about helping industry remain competitive while mitigating climate change, the Clean Industrial Deal must deliver real, actionable support.
