Whether run by public or private entities, they support citizens and business, for instance throughout their renovation journey by providing expertise, networking opportunities, and sometimes access to financing. 🔗𝗪𝗵𝘆 𝗮𝗿𝗲 𝘁𝗵𝗲𝘆 𝗶𝗺𝗽𝗼𝗿𝘁𝗮𝗻𝘁? The 2024 recast EPBD mandates Member States to establish one-stop shops as technical assistance facilities, with private sector involvement allowed. OSS must be widely accessible, with specific location requirements based on population, region, building age, and renovation plans. They should be reachable within 90 minutes and offer guidance on technical and financial solutions. OSS provide holistic support to households throughout the renovation process. 𝗛𝗼𝘄? Here are some key recommendations extracted from our Implementation Guide: 👉 𝗣𝗹𝗮𝗻 𝘁𝗵𝗲 𝗱𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗼𝗳 𝗢𝗦𝗦 An enduring strategy is essential to develop OSS, train advisors, and build connections with trusted contractors and financing institutions. 👉 𝗣𝗿𝗼𝘃𝗶𝗱𝗲 𝗹𝗼𝗻𝗴-𝘁𝗲𝗿𝗺 𝗳𝘂𝗻𝗱𝗶𝗻𝗴 𝗳𝗼𝗿 𝘁𝗵𝗲 𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲𝘀 OSS often face funding shortages over time, resulting in a loss of expertise. Years of inaction on energy efficiency have severely impacted household and public finances. Achieving European climate and energy goals requires both public and private investments, as access to adequate finance is crucial to unlocking the multiple benefits of efficient buildings. 🔗Why are they important? According to the EPBD, Member States must ensure appropriate financing, support measures, and incentives to stimulate private investment in energy efficiency. They should safeguard tenants’ interests, fairly distribute benefits, and maximise the impact of public funding. Priority should be given to vulnerable households, worst-performing buildings, and deep renovations, ensuring cost-effective use of public money. How? Here are some key recommendations extracted from our Implementation Guide 👉 Ensure continuity in national financing schemes to support efficient buildings: national funding for energy efficiency and renovations should offer long-term stability, with better planning needed for public investments in this sector. 👉Engage with the European Energy Efficiency Financing Coalition / national hubs: the EU launched the European Energy Efficiency Financing Coalition to foster a favourable market for energy efficiency investments and scale up private funding to meet 2030 and 2050 climate targets. 👉Unlock private funding through new financial tools: EU financing tools, alongside EIB and EU budgetary support, should provide homeowners with low-cost, long-term financing options. 👉Link financing programmes and One Stop Shops: Member States should establish the right conditions and incentives for deep and staged renovations, with technical assistance like One-Stop-Shops ensuring efficient resource use and optimal renovation sequencing. 👉Introduce Mortgage Portfolio Standards (MPS): the MPS mechanism incentivises banks to improve the energy performance of their mortgage portfolios, directing more capital toward energy-efficient renovations and accelerating the renovation rate. Portfolio targets should be science-based, measurable, and time-bound. 👉Energy efficiency metering will reduce risk and improve access to finance: digital solutions enable the measurement of a building's in-use energy performance before and after renovation, demonstrating efficiency improvements. 📖Explore the details of Financing and its application in our EPBD Implementation Guide! 🏡𝗢𝘂𝗿 𝗻𝗶𝗻𝘁𝗵 𝗘𝗣𝗕𝗗 𝗜𝗺𝗽𝗹𝗲𝗺𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝗚𝘂𝗶𝗱𝗲 𝗮𝗽𝗽𝗼𝗶𝗻𝘁𝗺𝗲𝗻𝘁 𝗶𝘀 𝗵𝗲𝗿𝗲!🎉 Today, we're taking you through the essentials of Indoor Environmental Quality (IEQ)! 🔍What is Indoor Environmental Quality? A building stays energy-efficient long-term by ensuring comfort and health year-round. Energy-efficient buildings enhance well-being, comfort, and productivity. Such measures improve indoor air quality and reduce energy costs. Finally, renovations also fight energy poverty by lowering household bills. 🔗Why is it important? The EPBD now includes IEQ provisions across multiple articles. It urges Member States to consider IEQ benefits in National Renovation Plans and ensure optimal indoor quality when setting energy performance standards. New and existing buildings must address IEQ in construction and renovations, while technical systems must meet standards to maintain a healthy indoor climate. How? Here are some key recommendations extracted from our Implementation Guide: 👉𝗜𝗻𝘁𝗿𝗼𝗱𝘂𝗰𝗲 𝗮𝗺𝗯𝗶𝘁𝗶𝗼𝘂𝘀 𝗜𝗘𝗤 𝗿𝗲𝗾𝘂𝗶𝗿𝗲𝗺𝗲𝗻𝘁𝘀 Member States should adhere to recommended IEQ levels, using European Standard EN-16798-1 as a guide. 👉𝗦𝘁𝗮𝗿𝘁 𝗰𝗼𝗹𝗹𝗲𝗰𝘁𝗶𝗻𝗴 𝗱𝗮𝘁𝗮 𝘄𝗵𝗲𝗿𝗲 𝗮𝘃𝗮𝗶𝗹𝗮𝗯𝗹𝗲 𝘁𝗼 𝗯𝗲𝘁𝘁𝗲𝗿 𝘁𝗿𝗮𝗰𝗸 𝗜𝗘𝗤-𝗿𝗲𝗹𝗮𝘁𝗲𝗱 𝗱𝗮𝘁𝗮 BPIE recommends incorporating healthy building indicators into the Building Stock Observatory (BSO) and promoting their integration into national policies. 👉𝗜𝗘𝗤 𝗽𝗮𝗿𝗮𝗺𝗲𝘁𝗲𝗿𝘀 𝗶𝗻 𝘂𝘀𝗲 𝗽𝗵𝗮𝘀𝗲 𝘃𝘀. 𝗱𝗲𝘀𝗶𝗴𝗻 𝗽𝗵𝗮𝘀𝗲 When incorporating IEQ requirements into national building laws, it is essential to distinguish between parameters monitored during a building's use and those considered in the design phase. 👉𝗔𝗱𝘃𝗲𝗿𝘁𝗶𝘀𝗲 𝗜𝗘𝗤 𝗯𝗲𝗻𝗲𝗳𝗶𝘁𝘀 Improved IEQ benefits should be integrated into every stage of renovation passports. The broader advantages of energy-efficient buildings should be highlighted, and public building renovations, such as schools and hospitals, should showcase IEQ improvements. 👉𝗘𝗻𝘀𝘂𝗿𝗲 𝗱𝗶𝗿𝗲𝗰𝘁 𝗵𝗲𝗮𝗹𝘁𝗵 𝗲𝘅𝘁𝗲𝗿𝗻𝗮𝗹𝗶𝘁𝗶𝗲𝘀 𝗮𝗿𝗲 𝗮𝗹𝘀𝗼 𝗳𝗮𝗰𝘁𝗼𝗿𝗲𝗱 𝗶𝗻𝘁𝗼 𝘁𝗵𝗲 𝗻𝗲𝘄 𝗺𝗲𝘁𝗵𝗼𝗱𝗼𝗹𝗼𝗴𝘆 𝗳𝗼𝗿 𝗰𝗼𝘀𝘁-𝗼𝗽𝘁𝗶𝗺𝗮𝗹 𝗹𝗲𝘃𝗲𝗹𝘀 The current wording focuses only on the health externalities of energy use.
